ENThe genesis of the administrative apparatus of the Council of Lithuania (23 September 1917–11 November 1918) is important, because it visualises and conceptualises the activities of the Council of Lithuania in the fields that remain unnoticed by historians; it also casts light on the organisational, systematic, and goal-driven activities of the staff of the said apparatus in consolidating and motivating the country’s society for the rebuilding of re-established Lithuania. The goal of this research was to analyse the genesis of the administrative apparatus of the Council of Lithuania (23 September 1917–11 November 1918) and to reveal the specifics of the activities of the personnel employed in this apparatus. Chronologically, the research covers the period from the 23 September 1917 to 11 November 1918, that is, from the approval of the Council of Lithuania by the German authorities to the formation of the temporary government of Lithuania. Three stages can be distinguished in the genesis of the administrative apparatus of the Council of Lithuania. The first stage lasted from 23 September 1917 to 11 March 1918 and was the time of the setting up of the administrative apparatus in privately-owned temporary headquarters at Šv. Jurgio Street 24–6. The secretariat of the Council of Lithuania began functioning and its reception hours were announced. The second stage, from 11 March 1918 to 2 July 1918, was the period of crystallisation of the structure of the administrative apparatus: at Šv. Jurgio Street 11, its temporary headquarters, official clerical work of the secretariat (the central office) was launched, the headquarters of the commissions of the Council of Lithuania were opened, the bases of the future structural units of the administrative apparatus of the Council of Lithuania were formed, and the working hours of the employees of the units extended.The third stage lasted from 2 July 1918 until 11 November 1918. It was the time of the establishment of the structural units of the apparatus and expansion of their activities. The library of the Council of Lithuania and the department for the registration of the intelligentsia were created and launched at Šv. Jurgio Street 13, the permanent headquarters of the Council of Lithuania. The reorganized commissions for appeals and for the return of exiles and prisoners of war evolved into departments of the administrative apparatus. The research details the efforts of the presidium of the Council of Lithuania in searching for, finding, redecorating, and setting up its headquarters and reconstructs the framework of the administrative apparatus of the Council of Lithuania and the duties of its personnel; it introduces the staff employed and their functions and elaborates on the procedure of and persons responsible for staffing at the Council of Lithuania and the administrative apparatus of the state of Lithuania.
