ENThe author of the present article focuses on the specific issue of the first modern constitutions of the so-called Baltic countries (Estonia, Lithuania, Latvia), adopted in years 20 of the last century. He describes the historical genesis of these states, as well as the complex circumstances of the same constitutions. The author also presents the contemporary organization of the state apparatus (mainly the executive and legislative), focusing on genuine political solutions. Article shows the systems of government introduced in “Baltic” constitutions, considering them to be quite distinct from the typical parliamentary-cabinet solutions and pays a special attention to the unique solution for determining the relationship between the legislative and executive. The author makes also an evaluation of the functioning of constitutional solutions in practice, paying attention in addition, that one of constitutions adopted many years ago is still in force (constitution of Latvia from 1922, which the binding force was restored in years 90 of the former century).
