ENFaced with the challenges that the implementation of public policies at the national and global levels entails, various governments are working to find and adopt appropriate methods of public governance, and to implement effective and efficient institutional andivil service reforms to meet the needs of citizens, communities and other stakeholders. These reforms are necessary because public administration systems face significant demographic and technological changes, economic fluctuations, global pandemics, and growing expectations of citizens. However, their implementation is limited by various factors: unsuccessful experiences of reforms, different economic and social development, corruption, distrust of politicians and bureaucrats. In the beginning of 21st century, discussions began on a new integrated approach to public governance, dubbed the New Public Governance (NPG). [Extract, p. 67]
