Švietimo politikos įgyvendinimo problemų tyrimo metodologija (Lietuvos švietimo reformos aspektas) : disertacija

LTGlobalizacijos tendencijos, apimančios laisvos rinkos ir laisvo kapitalo judėjimą, ekonominiai ir socialiniai šiuolaikinio pasaulio pokyčiai kelia naujus iššūkius švietimo politikai. Švietimo sistema skatina asmenis nuolat ugdytis ir ruoštis optimaliai veikti kintant darbo sąlygoms. Tarp švietimo politikos ir švietimo praktikos atsiranda daugybė skirtumų, todėl švietimo politikos, strategijos ir jos realizavimo nuoseklumo nagrinėjimas tiek pasauliniu, tiek Lietuvos mastu yra aktualus. Tačiau iškyla tyrimo metodologijos problema. Kol kas nėra pasiūlyta kompleksinės metodologijos, kurią būtų galima taikyti šiai problemai tirti, todėl šio disertacinio tyrimo tikslas – sukurti ir pagrįsti švietimo politikos įgyvendinimo problemų tyrimo metodologiją (Lietuvos švietimo reformos aspektas). Darbo tikslo pagrindu sukurti originalūs politikos sampratos struktūravimo modeliai; suformuluotas ir pagrįstas švietimo politikos įgyvendinimo tyrimo teorinis modelis reformuojamoje švietimo sistemoje; sukurta originali kompleksinė švietimo politikos įgyvendinimo tyrimo metodologija. Parengta metodologija leidžia švietimo praktikams, ypač – užsiimantiems švietimo sistemos valdymu, objektyviau įvertinti susidariusią situaciją švietimo reformą vykdančioje šalyje. Taikomąją disertacinio darbo reikšmę sąlygoja ir įvairus potencialių tyrimo rezultatų vartotojų ratas. Tai – bendrojo lavinimo mokyklos vadovai, pavaduotojai, mokytojai, įvairių lygių švietimo vadybininkai ir politikai, mokinių tėvai, plačioji visuomenė.

ENGlobalisation tendencies including movement of the free market and free capital, economic and social changes in the modern world pose new challenges to the educational policy. The educational system encouraged people to constantly educate themselves and prepare to act optimally under changing working conditions. There are many differences in the educational policy and educational practice therefore the investigation of consistency of the educational policy, strategy and its realisation is of importance. The problem of research methodology arises. Thus far no complex methodology has been proposed, which could be applied to this problem therefore the aim of this investigation is to create and substantiate methodology of investigating into problems of the educational policy (the aspect of the Lithuanian Educational Reform). On the basis of the work original models of structuring the implementation of the educational policy are created; a theoretical model of the investigation into the educational policy in the educational system being reformed is formulated and substantiated; original complex methodology of the investigation into the implementation of the educational system is created. The methodology devised enables the practitioners of education, especially those who engage in management of the educational system to evaluate the situation formed in the country, which is carrying out the educational reform, more objectively. The circle of potential users of the investigation results is diverse – heads of schools of general education, deputy heads, teachers, managers and politicians of education of different levels, parents of schoolchildren, wide public.
