Šalies regionų darnios plėtros vertinimas : disertacija

LTDisertacijoje nagrinėjama šalies regionų darnios plėtros vertinimo problema. Mokslinės literatūros analizė atskleidė, kad iki šiol nepavyko rasti metodikos, kuri leistų įvertinti regiono plėtrą ir kiekybiniu, ir kokybiniu aspektu. Visos metodikos, skirtos esamos regionų plėtros būklės nustatymui, vertina tik kiekybinę plėtros pusę, neatsižvelgiant į kokybinę jos pusę. Disertacijos tyrimo objektas – regionų plėtra. Disertacijos tikslas – kiekybiškai įvertinti šalies regionų tvariai darnią plėtrą siekiant efektyvaus jų plėtros valdymo. Buvo suformuluoti šie pagrindiniai uždaviniai: atlikti šalies regionų darnios plėtros vertinimui skirtos mokslinės literatūros analizę; sudaryti regionų tvariai darnios plėtros kiekybinio vertinimo metodiką; patikrinti pasiūlytą metodiką Lietuvos regionų pavyzdžiu. Disertaciją sudaro įvadas, trys skyriai, bendrosios išvados, naudotos literatūros ir autorės publikacijų disertacijos tema sąrašai bei aštuoni priedai. Įvade aptariama tiriamojo darbo problema, atskleidžiamas darbo aktualumas, pateikiamas tyrimų objektas, formuluojamas darbo tikslas bei uždaviniai, aprašoma tyrimų metodika, išryškinamas darbo mokslinis naujumas ir darbo rezultatų praktinė reikšmė, pateikiami ginamieji teiginiai. Įvado pabaigoje pristatomos autorės publikacijos disertacijos tema ir pranešimai konferencijose bei disertacijos struktūra. Pirmasis skyrius skirtas darnios plėtros aktualumo ir jos vertinimo klausimų analizei. Aprašyta regioninės politikos svarba šalies regionų plėtrai, pateikta tvariai darnios plėtros koncepcijos samprata bei darnios plėtros vertinimo analizė. Skyriaus pabaigoje formuluojamos išvados ir tikslinami disertacijos uždaviniai.Antrasis darbo skyrius skirtas šalies regionų tvariai darnios plėtros vertinimo metodologijai. Pateikiama siūloma šalies regionų tvariai darnios plėtros vertinimo metodika, išsamiai aprašomi etapai ir veiksmų seka. Sudaryta metodika skirta nustatyti pasiektą šalies regionų tvariai darnios plėtros lygį. Trečiajame skyriuje yra praktiškai pritaikoma darbe siūloma šalies regionų tvariai darnios plėtros vertinimo metodika. Sukurtos metodikos praktinis pritaikomumas patikrinamas atliekant empirinį tyrimą Lietuvos regionų pavyzdžiu. Disertacijos tema paskelbti 6 straipsniai: du – mokslo žurnaluose, įtrauktuose į Clarivate Analytics duomenų bazės leidinius, turinčius citavimo rodiklį, vienas – mokslo žurnale, Clarivate Analytics duomenų bazės leidinyje, neturinčiame citavimo rodiklio, vienas – kitų tarptautinių duomenų bazių leidinyje, du – recenzuojamose tarptautinių konferencijų medžiagose. ENThe thesis analyzes the problem of sustainable development of the country’s regions. The analysis of scientific literature has revealed that it couldn‘t found a method for assessing the development of the region in both quantitative and qualitative terms. All these methodologies are used to determine the current state of development of the regions and only its quantitative side development is assessed. The object of the thesis is regional development. The aim of the thesis is to quantify the coherently sustainable development of the country‘s regions in order to effectively manage their development. The main tasks of the thesis are as follows: to analyze the scientific literature on the assessment of sustainable development of a country‘s regions; to develop a methodology for coherently sustainable development assessment of a country's regions; to verify the proposed methodology on the example of Lithuanian regions. The thesis consists of an introduction, three chapters, general conclusions, references, a list of author’s scientific publications, and eight annexes. In the introduction investigated problem and importance of the thesis are discussed, the object of research is described, the aims and objectives of the thesis are formulated, methodology of the research is described, scientific novelty and practical significance of the thesis are highlighted and defended statements are submitted. Author‘s conference reports and publications are presented. The first chapter is devoted to the analysis of the relevance of sustainable development and its evaluation issues. The importance of regional policy for regional development, the concept of sustainable development and the analysis of sustainable development assessment methods are described.The second section of the thesis deals with the methodology of coherently sustainable development assessment of the regions of the country. The methodology for assessing coherently sustainable development of the country’s regions is presented, the stages and the sequence of actions are described in detail. The methodology is designed to determine the level of coherently sustainable development of the country's regions. In the third section, the methodology for assessing coherently sustainable development of the regions of the country proposed in the thesis is practically verified. The practical applicability of the developed methodology is tested by completing an empirical study on the example of Lithuanian regions. Six articles have been published on the topic of the thesis: two in scientific journals included in the publications of the Clarivate Analytics database, with a citation index, one in a scientific journal included in the publications of the Clarivate Analytics database without a citation index, one in a publication of other international databases, two in peer-reviewed international conference proceedings. Four presentations on the topic of the thesis were made at scientific conferences. [From the publication]
