LT1935 m. pradžioje pradėtas kariuomenės reorganizavimo ir modernizavimo darbas buvo vienas reikšmingiausių to laikmečio įvykių. Darbų pradžioje buvo priimtas Kariuomenės vadovybės įstatymas, kuriame apibrėžtos kariuomenės vadovybės teisės bei nustatyta karinė hierarchija. Šiuos reorganizavimo procesus skatino ne tik vyriausybės vidaus padėtis, bet ir permainos Europoje. Lietuvos kariuomenės tyrimų istoriografijoje vyrauja nuostata, kad reformos plano sumanytoju ir vykdytoju buvo S. Raštikis, tačiau, išsamiau pastudijavus kariuomenės vystymo planą, kyla tam tikra abejonė dėl paties reformų sumanymo autoriaus. Iš čia kyla gen. št. plk. K. Škirpos asmenybė. Pateikiamas dokumentas, skirtas Lietuvos ginkluotųjų pajėgų organizacijos įvairių klausimų ir problemų analizei – vienas svarbiausių tyrinėjant XX a. 4 deš. vykusį Lietuvos kariuomenės reorganizavimo ir modernizavimo procesą. Neturėdami kito panašaus dokumento, manytina, kad šis buvo S. Raštikio pradėtų ir vykdytų kariuomenės reformų pamatas. Dokumento unikalumas leidžia nagrinėti – kokį poveikį šiai studijai padarė Europos valstybių, tokių kaip Belgija ar Šveicarija, kuriuose K. ENLaunched in early 1935, reorganisation and modernisation of the Army were one of the most important events of that time. In the beginning, the Army Command issued an order defining the rights of the Army Command and establishing the military hierarchy. The reorganisation processes were encouraged not only by the government’s internal situation but also by changes in Europe. The historiography of Lithuanian Army studies has a predominant attitude that the author and implementer of the reform plan was S. Raštikis. However, a closer study of the Army development plan raises some doubt about the author of the reform idea himself. Hence, the personality of the Army Chief of Staff, Col. K. Škirpa comes to the fore. The presented document, devoted to analysis of various questions and problems of reorganisation of the Lithuanian Armed Forces, is one of the most important instruments for studying the process of Lithuanian Army reorganisation and modernisation that took place in the 1930s. As no other similar document exists, we would assume that this document laid the foundation for army reform commenced and carried out by S. Raštikis. The unique nature of the document allows investigating the impact of experience of such European countries as Belgium and Switzerland, in which K. Škirpa studied, made on this study.
