ENThe clear disconnect between stated ambitions and the implementation of these ambitions makes this subject ripe, once again, for review. This chapter is intended to be a contribution to this endeavour. In the first part, we draw on the literature and on interviews with defence practitioners to examine the current and historic state of Baltic defence cooperation against ingredients for success in defence cooperation identified by the research community. We thus aim to identify the particular factors relevant to success and failure in a Baltic context. In the second part of the chapter, we consider whether the prospects for Baltic defence cooperation have been enhanced or weakened by contemporary circumstances such as the degraded security environment, increasing Baltic defence budgets, the framework nations groupings, and the EU’s ‘Europe of defence’ agenda. In the final part of the chapter, we evaluate the prospects for success in what is perhaps the most promising area for future Baltic defence cooperation: the development of the Baltic states’ navies.
