ENUrban environmental quality can be assessed in different ways. It depends on the physical elements and on community life. Main factors that are important for urban areas: air quality and pollution, water pollution, physical pollution (noise), waste management, soil quality, vegetation and open space, protected areas, social interaction and recreation, visual quality of security. These factors are interrelated and are equally important to each person. The paper discusses the factors affecting the quality of the environment: air pollution, water pollution, and physical (noise) pollution and assessment of the visual quality of the environment. Klaipeda city is located in the valleys and terraces of the lower reaches of the Dane and Smiltelės rivers, in the interstream area of these rivers and their deltas, on the coasts of the Curonian Lagoon and the Baltic Sea, and also in the northern part of the Curonian Spit. This basically determines the urban development, preservation of landscape individuality and natural values, urban spatial expressiveness and its development. Natural component changes are associated with the city and port development, with urban and natural areas ratio and with the landscape state change. On 20 December 2001 Klaipeda City Council approved residential scheme, where Klaipeda city is divided into 60 neighborhoods. Klaipeda Old Town is situated among Galinio Pylimo, Danes, Mokyklos and Bangų Streets. It is adjacent to the western part of the Curonian Lagoon. Klaipeda Old Town assessment was carried out according to the Law on Environmental Monitoring Act, Environmental Protection Agency regulations, health care legal documents, as well as an analysis of landscape visual quality assessment references. Analysis of data collected from the Old Town Environment Monitoring done by Klaipeda Municipality in 2006, 2009 and 2011 is performed.Landscape imagery is associated with ecological sustainability. Mere preservation of landscape structure or its components, as well as only good wishes and professionalism of architects designing buildings in beautiful places are not enough to retain visual quality of the landscape. It is necessary to create a much better landscape protection, management, use, and planning, to legitimize the visual quality of the landscape as a value, as state resources in need of special protection and management measures. One of the main indicators of quality of the living environment of local residents is an emotional relationship with the environment, growing up with it, also identification with place of residence. Preconditions that can stimulate positive processes in the city and its parts, such as the population mutual tolerance, better communication, the desire to manage and maintain the territory, interest in urban architecture, aesthetics, affairs handling depend on the social values of living environment.
