Skirtingų visuomenės interesų derinimo galimybės šiuolaikinėje demokratinėje visuomenėje

LTĮvairiais istorijos tarpsniais, o ypač XX amžiaus pradžioje,visuomenės interesų konfliktų padariniai Europos šalių visuomenėms buvo labai skaudūs, todėl net ir šiuolaikinių demokratinių valstybių visuomenės ieško tam tikro visuomenės interesų tenkinimo modelio, kuris kiek leidžia valstybės socialiniai-ekonominiai-kultūrinai ištekliai derintų visos visuomenės interesus. Šios temos problematika išryškėja tuo, kad esant socialinei-ekonominei valstybės pusiausvyrai, negalima pagerinti gyvenimo gerovės (spręsti socialiai svarbių visuomenės uždavinių) vienai visuomenės socialinei grupei, neribojant kitos socialinės grupės gerovės. Šią kritinę situaciją galėtume apibūdinti kaip užprogramuotą visuomenės interesų konfliktą, tačiau šiuolaikinė demokratinė valstybė turi pasinaudoti savo politinės valios ypatumais ir rasti galimus probleminių situacijų sprendimo kelius. Straipsnyje pateikiama sociologinės ir teisinės krypties mokslinės literatūros apžvalga asmens ir visuomenės interesų klausimais. Akcentuojama esminė problema – visuomenės socialinių grupių interesų derinimo disfunkcijos. Tyrimo metodais identifikuojamas skirtingų visuomenės interesų turinys ir šių visuomeninių interesų tarpusavio sąsają. Tyrimo duomenys leidžia pateikti skirtingų visuomenės interesų derinimo galimybių bei administracinio teisinio reguliavimo, užtikrinant visuomenės viešojo intereso (bendro visuomenės gėrio) kryptis. ENAt various stages of history, and especially at the beginning of the 20th century, the consequences of conflicts of public interests were extremely painful for European societies, so even modern democracies are seeking a particular model of public interest that aligns the interests of society as a whole. The problem of this discussion is highlighted by the fact that in the socio-economic equilibrium of the state, no social group can improve its welfare (to solve socially important tasks of society) without limiting the welfare of another social group. This critical situation could be described as a programmed conflict of public interest, but the modern democratic state should use its political will to find possible solutions to problematic situations. The article presents an overview of the scientific literature on sociological and legal issues of personal and public interest. The dysfunctions of the coordination of the interests of social groups of society are emphasized. The research methods identify the content of different public interests in the public interest and the interrelation between these public interests. The summarized data of the research allow presenting the directions of different possibilities of the coordination of public interests and the legal administrative regulation that ensures the public interest of the society (common good of society).
