ENThis monography was developed based on the findings of research projects completed in the period of 2012-2017. These studies were integral to other research activities performed by the community of the Faculty of Public Security at Mykolas Ronieris University (under the leadership of prof. dr. Vytautas Šlapkauskas, praf.dr. Birutė Pranevičienė, assoc. prof. dr. Žaneta Navickienė, prof. dr. Rūta Adamonienė). The authors, contributors of this collective monograph are the members of the research group „Public security and sustainable development". Findings revealed that contemporary discourse focuses on public security at national and international levels. If environment for a person and a community is not secure, a withdrawal and non-participation prevail as opposed to creativity and advancements in a secure environment. Insecurity impedes advancement, creativity, and living a life in a way that it is worth living. It should also be emphasised that public security is an intellectual construct that encompasses concepts on individual, community and a state denoting a feeling of security; also this construct denotes an array of pre-requisites and manifestations on security that in their own turn have an impact on the embedding a concept into realities of a person, a community or a state. Therefore, we reiterate, security is a complex concept that encases theoretic considerations, also individual and collective articulation of self-reflection and self-conceptualisation, also legal economic, prerequisites, and practical measures, including stability and resilience of national infrastructure. What we feel should be emphasised here - is the fact that the complexity of the concept is integrally intertwined with a sustainable development of any society.Because only individual, community and a state that have confidence in today and the future will invest into creating and constructing, instead of fiercely allocating intellectual, financial and other resources exclusively for ensuring basic security needs. These studies in their own turn triggered the discussions on necessity for further and more focused research In the field of public security. The object of this collective monograph is the relation between public security and sustainable development. The aim of the collective monograph is to reveal contours of the relation between public security and the sustainable development. The following objectives were formulated for this collective research: Model main standpoints for analysing security, risks and the prevention. Analyse manifestations of effectiveness of institutions of law-enforcement. Provide arguments for a variety of trajectories for human resource development in the field of law-enforcement. Methods of critical resources analysis, economic and statistical data analysis, also analysis of legal documents, formulation of methods and provision of arguments and suggestions for theory and practice of public security were employed for the development of this monograph.The collective monograph is organised in three chapters. The first one: Theoretical and empirical standpoints for analysing security, risks and pre-vention. The second chapter: Manifestations of effectiveness of institutions of a contemporary law-enforcement organisation. The third chapter: Trajectories for human resource development in the field of law-enforcement. It should be noted that the first volume of the collective monograph emphasises development of human resources, because it is a professional, it is his or her values and orientation to competence development provide the core and founding pre-requisite s for constructing public security. We, the authors of this first attempt - at least in Lithuanian academic landscape - to conceptualise public security as a distinct and specific research field - hope that the paradigm and empiric studies presented in the monograph will become instrumental for defining guidelines for further studies, will enrich the studies in the field of public security, and will possibly also lead to formulating certain practical applications; also, will contribute to enhancement of studies in the field of law and public security, and will serve as a reliable stepping stone for organising discussions among professional lawmakers, law-enforcement officers and the public.
