ENBearing in mind the extremely ambitious objectives of the new Energy Strategy developed for RES, it is necessary to conclude that their implementation requires a unified and coordinated public policy. It should consiste of comprehensive measures and the co-ordination of the management of information formed by individual ministries and municipalities. However, the question remains: how such ambitious goals will be pursued. Moreover, there is the need for significantly wider dissemination of knowledge for different population groups and a significant increase in the demand for appropriately trained specialists. Therefore, it can be noted that many factors determine the need to find an appropriate methodological tool for emerging problems that is linked to the development of a knowledge-based economy. The article analyzes the preconditions for the development of the use of renewable energy resources in the context of the implementation of strategic directions of the country’s energy development in terms of the theory of knowledge-based economy. The analysis of the sources of knowledge based economic theory is presented. Summarized theoretical studies linking the uniqueness of the knowledge and renewable energy sources in terms of economic laws: the fundamental assertion is that both the knowledge and the RES are not subject to the law of decreasing returns. In this regard, support for disseminating knowledge about the usefulness of RES concerning the social, environmental, and macroeconomic effects of the introduction of these technologies in a synchronous manner should be significantly more comprehensive and effective. The necessity of generalization and structuring of knowledge about the usefulness of RES in various aspects is grounded in order to maximize the potential benefits for the society of the use of RES-technologies.It is shown that on this basis a coordinated system of coherent development of mentality and policy organizers can be provided. Knowledge about the benefits to society of synergies with the use of RES-technologies: the environmental impact and the decreasing risk of illness, the development of small and medium-sized businesses, the creation of corresponding jobs, the improvement of foreign trade balance by decreasing import costs, energy price stability and decreasing social benefits, and many more other effects, is the focus of attention and regulation of individual ministries. But real benefits are available in a specific city, in a specific community. On the other hand, a prerequisite for successful organizational work is the harmonization of various aspects in a unified, structured structure, which should be the working group of the responsible ministries, aiming at the achievement of this state-owned objective – the RES absorption, to the extent and at the pace of the energy strategy. The article describes organizational issues that would allow to effectively solve problems related to the uptake of RES technologies. The novelty of the research findings and the conclusions obtained lies in the establishment of guidelines for the formation of a unified organization and the potential role of municipalities, where the public effect of RES most clearly manifests itself, in realizing it in practice and provides a generalized analysis of the situation in this regard.
