Lietuvos regionų socialinė-ekonominė raida: konkurentiškumo didinimo problemos

LTLietuvoje taip pat kitose Baltijos šalyse bei visoje Rytų ir Vidurio Europoje vykstantys socialiniai - ekonominiai pokyčiai verčia operatyviai spręsti regionų plėtros ir jų konkurentiškumo didinimo teorines ir praktines problemas. [...] Tyrimo objektas - Lietuvos Respublika bei jos regionai - apskritys. Tyrimo tikslas - atrasti optimalią Lietuvos regioninę struktūrą, numatyti protingą regioninę politiką ir paspartinti visapusišką regionų plėtrą didinant jų ekonominės veiklos konkurentiškumą. Tyrimo prioritetiniai uždaviniai - pagrindinių sąvokų - regiono, regioninės politikos, konkurencijos ir konkurentiškumo apibrėžimas; regionų plėtros politikos ir jos įgyvendinimo mechanizmų sukūrimas; regionų ekonominės veiklos konkurentiškumo problemų suformulavimas ir analizė bei valstybės vaidmens didinimas plėtojant regionų ekonominės veiklos konkurenciją. Minėti uždaviniai yra ypač svarbūs Lietuvai siekiant narystės ES. Jų sprendimas lems įvairiapusišką pažangą sudarant optimalią regionų struktūrą. Tyrimo metodika. Sprendžiant tyrimo uždavinius, buvo naudotasi ekonomikos, vadybos, informatikos, sociologijos, teisės ir kt. mokslo sričių žiniomis bei metodikomis, statistikos duomenimis, naujausia vadybos ir administravimo moksline - metodine literatūra, Lietuvos regioninės struktūros analizės rezultatais ir kt. medžiaga. ENOn the basis of Lithuania’s regional structure, regions development theory, problems of increasing their competitiveness and government’s role in solution of its analysis it is possible to make such conclusions: 1. There must be clearly defined main concepts, created methodic of analyzing of situations in particular regions, formulated policy of regions’ development, created mechanisms of its implementations in the context of European Union for explosive and solving the problems of increasing competitiveness. 2. The competitive potential must be appraised on the basis of their economical activities, resources, place in local and global markets, factors of globalization, legal, social, political, technological and other conditions. 3. Development of competition in regions and increase of their economical activities in the crucial factor influencing living standard and quality of inhabitants, prospects of political and economical progress. 4. There is especially important for increasing Lithuania’s regions’ competitiveness disclosing of characteristic dependencies adequate to the logic of globalization processes, according to the features of particular regions, its priorities and condition. 5. Such priorities in the process of Lithuania’s territorial-administrative division, i.e. rationalization reformation can be considered: - Development of competition on the basis of development of human resources and intellectual potentials; - Development of competition on the basis of rational specialization of different spheres of activities, directed creation of the unique product of highest quality; - Development of competition on the basis of closer ties with innovative activities, and modernization, adaptation and using of competition models used in global practice and adapted to local conditions.6. The problems of increasing region’s economical activities competitiveness’ are to be coordinated with the problems of European integration. 7. Integration of Lithuania into EU requires to develop competitive environments of its regions and to introduce programs of increasing competitiveness as preventive means. It is necessary stable increase in GNP, employment, leveling of regional differences, incomes and consuming of citizens, environment protection and rational using of resources.
