Managing higher education in Lithuania: new challenges in the new millenium

LTPer nepriklausomybės laikotarpį Lietuvos aukštojo mokslo sistema išgyveno radikalius struktūros ir turinio pokyčius. Ypač pastebimi buvo struktūros pokyčiai, įvykę, priėmus politinį sprendimą kurti binarinę aukštojo mokslo sistemą ir steigti kolegijas, sparčiai didėjant studentų skaičiui visuose aukštojo mokslo lygiuose. Vien per paskutinius penkerius metus studentų skaičius padidėjo daugiau kaip dvigubai [...]. Straipsnio tikslas buvo išanalizuoti svarbiausias aukštojo mokslo plėtros tendencijas Lietuvoje. Tam taikyti dokumentų analizės ir statistinių duomenų analizės metodai. Atlikta analizė parodė, kad Lietuvos aukštojo mokslo sistema susiduria su dvejopo pobūdžio iššūkiais. Vieni iš jų susiję su iš sovietinės aukštojo mokslo sistemos paveldėtais trūkumais, kuriuos būtina įveikti. [...] Antrojo tipo iššūkiai atsirado dėl šiandien itin sparčios šalies aukštojo mokslo plėtros. Sparčios plėtros sukeltas problemas yra nagrinėję mokslininkai tų šalių, kuriose aukštojo mokslo ekspansija įvyko prieš keletą dešimtmečių. Mūsų manymu, Lietuvos kontekste abiejų tipų iššūkius reikėtų spręsti kompleksiškai [...]. Peršasi išvada, kad, įgyvendinant ekspertų rekomendacijas ir aukštojo mokslo plėtrą tyrinėjusių autorių siūlymus, reikėtų priimti esminius švietimo politikos sprendimus aukštojo mokslo finansavimo, struktūrinio reorganizavimo, studijų kokybės, pedagoginio personalo rengimo, atskaitomybės visuomenei ir kitose srityse. Tuo pačiu metu reikėtų formuoti ilgalaikę strategiją, kaip keisti visą aukštojo mokslo valdymo paradigmą, diversifikuojant pradines sąlygas, liberalizuojant procesą ir sykiu išlaikant valstybinę studijų bei mokslo produkcijos kokybės kontrolę. ENDuring the period of independence, the Lithuanian higher education system underwent radical changes in terms of structure and content. Special significance is attributed to structural changes which took place after having made a political decision to create a binary higher education system and establish colleges with a speedy growth of the number of students at all the higher education levels. Over the recent five years only, the number of students has increased more than twofold [...]. The article aims at analysing the main trends of higher education development in Lithuania. With that in mind, methods of document analysis and statistical data analysis were applied. The findings showed that Lithuanian higher education system encounters challenges of twofold nature. Some of them are related with the drawbacks inherited from the Soviet higher education system which should be overcome. [...] The other challenges emerged due to the especially rapid development of the higher education. In our opinion, both types of challenges should be considered comprehensively in the Lithuanian context [...]. Essential decisions on education policy should be made with regard to financing, structural reorganization, study quality, training of pedagogues, accountability to the public and other. Long-term strategy should be simultaneously developed for changing the entire paradigm of higher education management by diversifying initial conditions, liberalizing the process and maintaining the state control of the quality of studies and education production.
