Partnerystės nauda kaimo regioninei plėtrai

LTKaimo plėtros programų rengėjams ir jų įgyvendintojams, teritorijos administracinių ir vietos savivaldos institucijų atstovams, tai yra įvairiems kaimo plėtros veikėjams, kurie suinteresuoti, atsakingi už galutinį sprendimą, žinantys sprendimo rezultatų poveikį ir galintys įgyvendinti sprendimą arba sutrukdyti jo įgyvendinimui, ypač svarbu suderinti savo interesus ir tikslus. KRP veikėjų tarpusavio sąveika ir bendri veiksmai yra vienas iš kaimo vietovės konkurencingumo stiprinimo veiksnių. Regiono bendruomenės atstovų, regiono institucijų, vietos privačių organizacijų ir nevyriausybinių organizacijų partnerystė yra pagrindinė sąlyga užtikrinanti veiklos ilgalaikiškumą, kaip kiekvienos vietovės plėtros strategijos pagrindą. Straipsnyje siekėme parodyti partnerystės svarbą ir sukuriamą pridėtinę vertę, tai yra papildomą naudą ir gerovę, gaunamą dėl partnerystės, formuojant ir įgyvendinant kaimo regioninės plėtros strategijas. ENRural regional development (RRD) is a concept to guide the design and implementation of interventions towardrs rural development at the regional level. It addresses planners and implementers of rural development programmes, in particular decision - makers in decentralized governments, and staff in rural development organizations. RRD related partnership offers support in different phases of the development process. In a specific RRD project design the development cooperation promotes the application of the general strategy guidelines taking into account the local conditions and the national, regional and local objectives. Development cooperation contributes with facilitation, mediation, methodological advice, the promotion of innovative. During the implementation of the development concept, development cooperation can play a decisive role by strengthening capacities of regional and local actors and by providing capital through financial cooperation. In RRD the regional actors are from the spheres of government, private economy and civil society, and their relative strength and development is subject to the limits of the politically determined playing field. Nevertheless they can influence the regional milieu even beyond these limits, as their best practices can give some innovative impulse to policy formulation at national level. Technical cooperation in RRD will foster not only a specific regional development process, but will also support mutual learning from bottom up and from top up bottom. [From the publication]
