LTŠio straipsnio tikslas - apžvelgti sakytinės kalbos ugdymo vidurinėje mokykloje tradiciją, aptarti dabar šiam ugdymui keliamus reikalavimus ir iškelti pagrindines problemas. Tyrimo objektas - "Pagrindinio ugdymo programos" ir "Vidurinio ugdymo programos", Joniškio rajono mokytojų lituanistų ir mokinių apklausos duomenys bei publikacijos, susijusios su sakytinės kalbos ugdymo problemomis. Straipsnyje remiamasi aprašomuoju ir analitiniu metodais. ENThe article reviews the tradition of developing public speaking skills at secondary school, discusses the requirements for public speaking and points out the main problems connected with it. The research employs descriptive and analytical methods and analyses "Basic Education Programmes" and "Secondary Education Programmes", the data of the survey of the teachers of the Lithuanian language and pupils of Joniškis region, and publications related to the problems of developing public speaking skills. The analysis suggests that developing public speaking skills in general education schools do not have traditions: neither in pre-war Lithuania nor during the Soviet period sufficient attention was paid to this issue. The analysis of current programmes shows that the attention to the development of public speaking skills is restricted to the breadth and depth of topics and high assessment requirements. However, the fact that the teachers do not raise problems of developing public speaking skills and the pupils' attitude that it is not worth to leam public speaking, shows that programme provisions and the real situation is quite different. The position of pupils is especially worrying: at school they are getting used to use someone else's work. Experts preparing topics and subtopics for public speaking examination should relate them to the interests of pupils and literary education topics. This would allow teachers to plan better their activities, motivate pupils and achieve the goals. Developing public speaking skills should be based on the experience of developing essay writing skills with emphasis on things distinguishing written and spoken text. [From the publication]
