Summary / Abstract:

ENIn this article the author defines the following research problem: what are the main factors influencing the public sector wage system. After the use of specific research methodology (analysis of the legal frameworks, interviews and analysis of literature and scientific publications) the determinant of legal wage regulation was disclosed as the main determinant influencing the public sector wage system. In order to reach this goal, the author gives an overview of theoretical aspects of application of wage systems, analyzes wage systems which are used in public sector in Lithuania and carries out a comparative analysis of wage systems which are applied in the public sectors in Lithuania and Germany. In this case Germany as a comparative country was chosen due to its leading role in European economy. Additionally, this research has disclosed that there is no united wage system in public sector and separate and strict wage systems can be clearly identified for different types of public sector employees. Public sector wage systems in Lithuania and Germany are clearly based on different principles and the current situation in both countries does not meet the theoretical definitions of effective wage systems.
