ENWhile exploring social assistance, two trends are distinguished: social assistance as a component of poverty reduction and social assistance as a means of family policy. Quite tangible part of the assistance for disadvantaged goes for families with children whereas poverty of children remains an important issue in EU member states. Working family members have to be breadwinners to other non-working members thus income per person in those households are lower comparing to families of one or two employed members without children under age 18. For that reason social assistance to disadvantaged and the assistance to families are often intertwined. In this book social assistance in Lithuania is analysed with reference to provision basis, both categorical and wealth testing. Social assistance and situation of families receiving benefits are analysed employing Lithuanian household budget survey data (carried out by the Department of Statistics to the Government of the Republic of Lithuania). Other data were collected from the original surveys accomplished by authors. In those surveys the attitude towards social assistance benefits of its recipients were examined. In addition to this, results on social assistance for families with 3 and more children are presented in this book. Researchers cover the period from 1999 to 2006. The book provided for the reader is the attempt of authors to explore the system of social assistance and the situation, living conditions and opinions of families receiving social assistance benefits in a complex manner. It has to be mentioned that both the Lithuanian system of social assistance and the situation of receivers of social assistance benefits have experienced constant changes during last few years due to overall development of social economic processes as well as to modifications of the system of social protection.Accordingly to this, facts and results from performed researches becoming more interesting when looking to the social assistance or to the characteristics of its development from the historical perspective. This work can also be valuable for the comparative researches and evaluation of changes in the future. On the other, accomplished researches might be useful in the sense of methodology, as it has shown the strengths and the weaknesses of data sources and methods employed. These remarks have to be taken into account when performing similar tasks in the future. [From the publication]
