Formalios ir neformalios globos pagyvenusiems bei suaugusiems neįgaliems asmenims integravimas paslaugų kokybės standartizavimo kontekste
LTSocialinės globos sektoriui susiduriant su sparčiai augančiu globos poreikį turinčių asmenų skaičiumi bei su darbuotojų pritraukimo ir išlaikymo šiame sektoriuje problema, vis aktualesniu klausimu tampa formalios ir neformalios globos integravimas. Formalios ir neformalios globos integravimo poreikis siejamas tiek su siekiu geriau tenkinti pagyvenusių asmenų ir suaugusių neįgaliųjų globos poreikius, tiek su siekiu išsaugoti neformalius globėjus kaip svarbų globos išteklių. Taip pat pastaruoju dešimtmečiu, vykstant rinkos santykių įsitvirtinimui globos paslaugų sektoriuje, itin akcentuojamas ir globos paslaugų kokybės standartizavimo klausimas. Tad šio straipsnio tikslas – išanalizuoti formalios ir neformalios globos paslaugų pagyvenusiems asmenims bei suaugusiems neįgaliesiems integravimo prielaidas paslaugų kokybės standartizavimo kontekste. Tikslui pasiekti straipsnyje pristatomos sistemų integravimo ir globos paslaugų standartizavimo sampratos, formalios ir neformalios globos pagyvenusiems bei suaugusiems neįgaliems asmenims sektorių ypatumai, globos paslaugų organizacinių modelių įvairovė. Straipsnis baigiamas išvadomis, kad formalios ir neformalios globos sektorių skirtumai, tiek kalbant apie šių sektorių mastus, tiek apie struktūrą, darbo organizavimo ypatumus, globėjų lūkesčius, lemia, kad formalios ir neformalios globos integracija išlieka dideliu iššūkiu. Formalios globos sektorius eina kokybės vis didesnio standartizavimo keliu, o štai neformalaus sektoriaus paslaugų kokybė išlieka asmeninio susitarimo reikalu. [Iš leidinio]
ENRecently, social care sector faces with rapidly growing number of people with the need of care and the problem of attracting and retaining employees in this sector. In this context, the integration of formal and informal care becomes more and more relevant. The need for formal and formal care integration is linked both to the aim of better meeting the care needs of the elderly and adults with disabilities, and the of preserving informal caregivers as an important source of care. Moreover, in the last decade, in the process of establishing market relations in the care services sector, the issue of care services standardization is also highlighted. Thus, the purpose of this article is to analyze the preconditions for integration of formal and informal care services for the elderly and adults with disabilities in the context of service quality standardization. In order to achieve the aim of the article, firstly, the concepts of systems integration and care services standardization are presented. Also the peculiarrities of formal and informal care sectors for the elderly and adults with disabilities are revealed. In addition, a variety of organizational models of care services is introduced. The article ends with the conclusions that the differences between the formal and informal care sectors, both in terms of the scales of these sectors, as well as the structure, peculiarities of work organization, and expectations of caregivers, determine that the integration of formal and formal care remains a major challenge. The formal care sector is in a way of increased quality standardization, while the services quality of informal care sector remains a matter of personal agreement. [From the publication]
