ENThe main actual principles of the common agricultural policy were defined in the Treaty establishing European Economic Community. The common agricultural policy arouses a lively interest all around the world, though it accounts only for 25 % of gross national product of the EU and only for 5% of active labor market involved. There are several reasons for it. First of all, the common agricultural policy has reached the highest level of integration. It is the EU institutions, namely the Commission and its General Directorate of Agriculture and Fisheries, but not national governments who work upon the main political decisions and administrative procedures. Secondly, the biggest share of EU budget is designated to the funding of the common agricultural policy (85,7% of budget expenditures in 1968 and nearly half of the budget in recent years). Excluding Ministers of Foreign Affairs, Ministers of Agriculture meet in the sessions more often than other Ministers. Finally, the agricultural and food products of the EU widely determine the balance of export-import and the world prices for food.
