ENThe strategic management of the country’s economic development is treated as a State-realisable uninterrupted function of strategic analysis, strategy development, its revision and implementation, enabling the timely adjustment to the changes in the internal and international situation as well as a maximum boost and efficient use of the country’s economic potential. The Long-term Economic Development Strategy of Lithuania until 2015 was developed in pursuance of Resolution No 1274 of the Government of the Republic of Lithuania “On the Preparation of the Draft Long-term Economic Development Strategy of Lithuania” of 30 October 2001, making a constituent part of the Long-term State Evolution Strategy, the preparation of which is underway. The strategy is goal-orientated as described at different levels of specification in the vision of the national economy, State mission in the economic development and strategic objectives (such as political, social and economic objectives). As an inherent constituent part, the strategy covers the State policy, economic reforms, key actions and main measures for implementing the vision, mission and strategic objectives. The implementation of the country’s economic development strategy requires the elaboration and specification of the strategic objectives, actions and measures in national programmes and strategic action plans of State institutions. The economic basis of the strategy implementation comprises the State-disposable financial resources and their distribution system. The monitoring and control must be exercised over the process of strategy implementation.The results of the strategy implementation and external environmental changes must be secured by the strategic monitoring procedures. The strategic control procedures have to equate the information obtained in the process of the monitoring with the strategy objectives and solutions, highlighting the deviations from the selected strategic course as well as the internal and external factors that are behind of such deviations. The information developed in the process of strategic monitoring and control may invoke the expedience of the strategy revision or development of a new strategy. Most important is the promptitude of the strategic monitoring and control information, since only in this case the best actions and measures as per existing situation may be undertaken. The reason for the need of the monitoring of the strategy implementation as well as periodical updating of the strategy itself is the impossibility of accurate justification of some economic propositions and recommendations. The innate indefiniteness that no studies can remove is intrinsic to the social economic phenomena. Such indefiniteness can only be dissolved in the course of time, revealing which plans and actions were reasonable and which must be abandoned.
