LTLietuvos Respublikos 1918-1940 m. vyriausybių ministrų biografinis žodynas" yra rengiamos serijos "Lietuvos vyriausybių ministrų biografinis žodynas" antrasis tomas. Planuojama parengti dar tris šios serijos knygas: "Lietuvos Didžiosios Kunigaikštystės centrinės vykdomosios valdžios pareigūnų biografinis žodynas" (t. 1 ) "Okupuotos Lietuvos 1940-1990 m. vyriausybių ministrų biografinis žodynas" (t. 3) ir "Lietuvos Respublikos 1990-2018 m. vyriausybių ministrų biografinis žodynas" (t. 4). Šiame žodyne pateikiamos Lietuvos Respublikoje 1918-1940 metais dirbusio dvidešimt vieno Ministrų kabineto narių biografijos.Tuo laikotarpiu šias pareigas ėjo šimtas ministrų. Biografijos parengtos pagal standartinę anketą. Tai padėjo ne tik susidaryti išsamų vaizdą apie visų ministrų veiklą, bet ir nustatyti kiekvieno indėlį į to laikotarpio Lietuvos politinį gyvenimą. ENA Biographical Dictionary of Government Ministers of the Republic of Lithuania, 1918-1940, is part of the theme Research Into the Composition andTurnover of Members of Lithuanian Governments (1918-2018) of the current Lithuanian University of Educational Sciences program The Development of Lithuanian Political Elites. This is also the second volume of the planned series Biographical Dictionary of Lithuanian Government Ministers. In the future, there will be three more publications in this series: A Biographical Dictionary of Officials of the Central Executive Government of the Grand Duchy of Lithuania (vol. 1), A Biographical Dictionary of Government Ministers of Occupied Lithuania, 1940-1990 (vol. 3), and A Biographical Dictionary of Government Ministers of the Republic of Lithuania, 1990-2018 (vol. 4). Individual volumes of this dictionary will be published according to the "Dutch system," i.e. not in chronological order, but as they are compiled and financing for their publication becomes available. The first volume to be prepared in this series of dictionaries is important in several respects. First, before now no one has attempted, in one place, to analyze the biographies and political activities of all ministers and to compile their collective biography according to a standardized structure. Second, in the absence of a single publication about these ministers the Lithuanian public has contradictory opinions about them. Thus, the conviction persists in society that under President Antanas Smetona Lithuania was ruled by "brothers-in-law" and that Lithuania is "a country of brothers-in-law," i.e. what people have in mind is the close relationship between Smetona and Prime Minister Juozas Tūbelis (both of them had married the sisters Sofija and Jadvyga Chodakauskaitė).As will be seen, the authors of this dictionary successfully revealed the (non)existent family or other ties between the ministers of this period. Third, the biographical analysis performed in this dictionary of the activities of members of governments allowed us to highlight the (dis)continuity in government turnover during this period. Fourth, because this dictionary is an encyclopedic publication for those researching the dynamics of Lithuanian political history, it will be usable as a practical empirical dictionary. Fifth, the information provided by this dictionary should help us clarify the personal contributions made by representatives of the executive government to the political, economic, and cultural development of Lithuanian society. Finally, a dictionary of ministers is an excellent gift to society as we await the centennial of the restoration of Lithuanian independence (1918-2018). It is symbolical that, during the entire period of Lithuanian independence, in 21 governments there served 100 ministers who have not until now been studied as a separate group. The authors of this publication sought to research the central elite of Lithuania (1918-1940) - the ministers who enforced the laws enacted by the government - by compiling a standardized biographical dictionary. To achieve this goal, these tasks were set: to reveal the main reasons why the governments being studied were formed or dissolved and why ministers served in them or resigned from them; to examine the biographies of ministers according to the unified questionnaire given below; to create a collective biography of the government ministers of independent Lithuania (1918-1940) on the basis of these questionnaires.
