Institucinis regiono valdysenos lyčių lygybės diskursas

LTStraipsnyje regiono valdysenos diskursas analizuojamas lyčių lygybės aspektu. Dėmesys sutelktas ties Klaipėdos regiono valdysenos atveju. Sąlygos yra specifiniai gyvenimo ir kalbėjimo būdai. Kokie yra šie būdai? Siekiama ne tik atskleisti esamas sąlygas, bet ir plėtoti lyčių lygybei palankią atmosferą, gaivinti žinomas istorijas, tai padeda suvokti reiškinį, įgalina veikti tiek regionų valdysenos, tiek ir lyčių lygybės srityse. Kol tebėra aktualus lyčių lygybės valdysenos institucijose klausimas, jis vis iš naujo prisimenamas ir svarstomas, siekiant pažangos. Straipsnyje aptariama postmodernioji polifoniška diskursyvaus tyrimo metodologija, eksplikuojama mokslinė diskusija lyčių lygybės užtikrinimo valdysenos institucijoje tema, paminėtos regionų valdysenos organizacinės institucijos, siekiant supažindinti su kontekstu, kuriame vyko Klaipėdos RV atvejo tyrimas: apklausa raštu ir žodžiu (interviu), aptartos apklausos procedūros ir rezultatai. Apklausų duomenys ir išvados papildo viešąjį diskursą naujomis žiniomis apie RV lyčių lygybės lokalitetą, t. y. lokalaus konteksto lyčių lygybės diskurso sąlygas. [Iš leidinio]

ENDiscourse on the debate for gender equality focuses on the denied opportunities, discrimination and women oppression in Lithuania lately. Why is it so? Firstly, the Ombudsman of Equal Opportunities of the Republic of Lithuania has been receiving more and more complaints, the biggest part of which is information on gender inequality. Secondly, discrimination has been detected by statistics as well. Finally, rich stories of people, who experienced discrimination, reveled by social research and mass media, show the seriousness of the problem. This article aims at developing local knowledge about discursive gender equality conditions seen through the lenses of public officers working in the national institutions of Klaipėda regional governance. What are their ideas on gender equality and situation that they understand they have been working for the last few years? How they describe gender equality conditions that they experience? The ideas in the article are based on the recently obtained data from survey as well as interview research. Both regional governance and gender equality needs to be understood better for the sake of anticipated change in social norms, values and actors ar regards institution of regional governance. Gender equality is a topic that has been lately the concern of scientists as well as of the governments. The article consists of five chapters. The first chapter is on the postmodern discursive research methodology. The second chapter explicates the discussion related to gender equality in social sciences, including public administration. The third chapter is devoted to the short review of the national regional governance institutions in Lithuania in order to explore further the context of Klaipeda case study in which the survey and the interview data was obtained. The research procedures are described in the forth chapter.The last chapter is presented with the thick narratives derived from the survey and interview research. This way the article is meant to contribute to the general pool of data of the national research of social sciences in general and local knowledge of regional governance and public administration in particular.
