LTDokumentų rinkinio objektas - dokumentai, kuriuose užfiksuoti lietuvių planai atkurti savo valstybę; aptariamas palankių tarptautinių aplinkybių sėkmingas (ar nelabai) išnaudojimas, lietuvių valstybinės minties raida, pradedant autonomija, Lietuvos Didžiosios Kunigaikštystės (LDK) atkūrimo idėja ir baigiant pusiau priklausomos ir visai nepriklausomos valstybės vizija ir jos skelbimu. Į šį rinkinį įtraukti ir tokie dokumentai, kurie liudija Rusijos, JAV, Šveicarijos, Švedijos, Vokietijos ir Vilniaus bei Kauno, taip pat viso Vokietijos okupuoto krašto lietuvių sinergiją, bendrumą, tarpusavio ryšių ir vieningo darbo plėtojimą, tarpusavio nesutarimus, aistringus ginčus, aštrius konfliktus, išorinių veiksnių įtaką lietuvių politikų veiksmams atkuriant valstybę ir planuojant jos teritoriją, siekį išlaikyti Lietuvos Tarybą vadovaujančia institucija. Galiausia, į rinkinį įtraukti ir dokumentai, kuriuose aptariamos pirmosios laikinosios Lietuvos Konstitucijos, taip pat Steigiamojo Seimo susirinkimas Kaune 1920 m. gegužės 15 dieną. Taigi bandant atskleisti šiuos lietuvių siekius bei vykusius procesus publikuojami dokumentai, kurie galės būti skaitomi kaip dokumentinis romanas. Šis „romanas“ atvers kad ir deklaratyvia, tačiau kartu politine ir teisine kalba protokoluose, rezoliucijose ir konstitucijų projektuose parašytų sumanymų bei planų klodus, padės susieti to meto lietuvius, besitelkiančius kovai už savo valstybę Vilniuje, Peterburge, Kijeve, Berlyne, Bostone, Niujorke bei Vašingtone, Stokholme ir Berne, Lozanoje, Kaune, nes visuose šiuose miestuose - ne tik Vilniuje - buvo kuriamos Lietuvos valstybės vizijos ir imamasi praktinių veiksmų joms įgyvendinti. ENOn the eve of the centenary of the declaration of Lithuanian independence, the time has come to relate in chronological order, document by document, the visions and plans for a Lithuanian state as nurtured by Lithuanian circles, groups, and conferences. Especially important are these visions and plans from when the Council of Lithuania began its work and, as the main political center for declaring independence, was establishing Lithuania - a state controlled by Lithuanians - and seeking the recognition of this state during the early years of independence to that important time when the Constituent Assembly declared once again, on May 15, 1920, that the Lithuanian state had been re-established. Thus, these are the goals of this work and the period under discussion - 1914-1920. This collection consists of documents that record the plans of Lithuanians to re-establish their state; it discusses the successful (and sometimes not so successful) exploitation of favorable international circumstances and the evolution of Lithuanian thought about this state, starting with autonomy and the idea of restoring the Grand Duchy of Lithuania and ending with the vision and declaration of a semi-dependent and completely independent state. This collection also includes those documents that attest to the synergy between the Lithuanians of Russia, the United States, and Vilnius and Kaunas as well as of their entire German-occupied country, their sense of community, their development of internal communication and joint effort, and their goal.when re-establishing their state and planning its territory, of preserving the Council of Lithuania as its leading institution. Lastly, this collection also includes documents that discuss the early provisional Lithuanian constitutions as well as the meeting of the Constituent Assembly in Kaunas on May 15, 1920. Thus, in an attempt to reveal these Lithuanian goals and actions, documents are being published that can be read like a documentary novel. It will open up lodes (even if written in declarative, legal language) of plans and undertakings laid out in minutes, resolutions, and constitutional projects, and it will help interconnect the Lithuanian intellectuals who came together at that time in the struggle for their own state - in Vilnius, St. Petersburg, Kiev, Berlin, Boston, New York, Washington, Stockholm, Bern, Lausanne, and Kaunas, for the vision of a Lithuanian state was created in all of these cities. The documents being published here show what legal models to protect our nation were being nurtured by Lithuanian politicians during World War I and immediately thereafter and how they attempted to implement these models (whose geopolitical nature is reflected in these documents as well as their ideological principles for organizing a society and a legal system). When the Council of Lithuania transferred its powers to the Constituent Assembly on May 15, 1920, its period of leadership in establishing the Lithuanian state also ended.
