ENThe aim of this book is systemic overview of European Neighborhood Policy as to be implemented for six Eastern neighbors, Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. For this purpose, three parts of the study were constructed. In the Part 1, the Neighborhood Policy instruments are overviewed mainly from technocratic perspective to show circumstances of Neighborhood Policy formation after Eastern enlargement of the European Union in 2004 as well as policy developments in a time flow. In the Part 2, case studies of particular Eastern neighbors were carried out. Unified indicators were applied, such as constitutional developments, presentation of main governmental institutions, evaluating of democratic situation, economic state, East-West vectors, and special factors typical for particular countries, and relations to the European Union as seen from the point of view of particular six countries, respectively. In the Part 3, basing on different theoretic approaches, codes and identity formation of the six nations, as well as of that of collective European identity, were overviewed. For European institutions, taking into account enormous challenges of withstanding with European values against Russian interests in the semi-peripheral space, more active particular decisions removing trade barriers and facilitating free movement of persons are to be recommended, as well as drawing perspective of full scale accession of the Eastern neighbors to the European Union. Conclusions of different nature can be drawn from the analysis of academic context, historical developments, formation of national and European identities, as implications for European public policy, and formation of political practices. For Eastern European neighbors, long-term constitutional instability was typical: constitutional changes were rather objects of political rivalry rather its framework. By that, institutional chaos was generated and effective reforms constrained.
