ENThe survey is aimed at analysing the goals set to be pursued by teachers who taught at seminaries during the period in question and the reasons behind such goals being set by the government as well as the conditions and possibilities which helped fulfil the tasks of the government. The survey covers the so-called Northwest Region, namely, Roman Catholic seminaries of the dioceses of Vilnius and Samogitia (Telšiai) functioning in the Region. The Uprising of 1863-1864 resulted in the government shifting its attention to changing the political attitude of Roman Catholic priests in order to make them loyal citizens of the Empire. The education process in the seminaries, particularly the subjects taught in Russian, including history and geography of the 'homeland' and the Russian language, had to serve the purpose. The civil government, which focused on the importance of secular subjects and the Russian language in seminaries, had no specific consistent strategy to achieve its goals. There was certain tension between the Ministry of Education, the Ministry of the Interior and the local administration which had an effect on the situation of teachers. Teachers of secular subjects were required to pursue clearly defined political aims. On the other hand, there were limited possibilities and means to fulfil this in practice as for many of these teachers service at Roman Catholic seminaries was not their main job.
