LTStraipsnyje analizuojami kompleksinės pagalbos ankstyvojo amžiaus vaikams bei šeimoms sampratos įgyvendinimo modeliai, nagrinėjami šių modelių mechanizmai, sisteminių sprendimų poreikis kintant socioekonominei politikai. Sprendžiant teikiamų paslaugų modeliavimo problemas, nagrinėjamas specialistų elgesys ir kompleksiškumas. Turinio analizės metodu apibendrinant tyrimo rezultatus, identifikuojama modelio problematika, išryškinamos galimos kompleksinės pagalbos modeliavimo kryptys, paskirtis ir perspektyvos. ENThe article analyses the assumptions of the effective models of integrated, interinstitutional (complex) support to early childhood and families and searches for systematic approach in the field in the context of the changing socioeconomic politics. The research was conducted analysing descriptions of the cases (N=29) using method of content analysis, specialists practitioners (N=38) with different working and education background representing 17 municipalities both from the cities (N=3) and the rural areas (N=14) were involved in the research, all of them participated in focus groups to specify information. The research results revealed a lack of systematic and holistic approach towards the necessary support to families and as well as specialists‘ competences to work not only for but also with the above mentioned families with the aim to educate families make decisions that in the long term would bring to independently acting families rather than "service-consuming" families. The specialists provide early age childern and families with a wide range of services. Though the services are not coordinated among institutions and work rather on individual initiative than on systematic interinstitutional cooperation. The specalists lack the communicaiton, cooperation and adult education and development competences, and Institutions involved in the integrated support delivery lack structure and effective innovative models to coordinate information, competences and actions.
