LT2016 m. birželio 23 d. pristatytas Lietuvos Respublikos lobistinės veiklos įstatymo VIII-1749 pakeitimo įstatymo projektas (nauja redakcija) Nr. XIIP-2731(2), kuriuo bandoma reformuoti Lietuvoje galiojantį neefektyvų lobizmo teisinį reguliavimą. 2015 m. birželio 4 d. Lietuvą oficialiai pakvietus pradėti stojimo į Ekonominio bendradarbiavimo ir plėtros organizaciją procesą, iškilo būtinybė lobizmo reglamentavimą suderinti su Ekonominio bendradarbiavimo ir plėtros organizacijos Tarybos rekomendacija dėl gairių užtikrinant skaidrumą ir sąžiningumą lobistinėje veikloje Nr. C(2010)16. Straipsnyje analizuojama įstatymo projekto (ne)atitiktis šioje rekomendacijoje įtvirtintoms gairėms bei pateikiamos lobizmo teisinio reguliavimo tobulinimo rekomendacijos. ENThis paper is focused on the question whether the 2016 reform of regulation of lobbying in Lithuania conforms with the Recommendation of the Council of the Organisation for Economic Co-operation and Development on Principles for Transparency and Integrity in Lobbying no. C(2010)16 and in what extent. It became highly important after 4th of June 2015 when Lithuania was officially invited to begin the process of accession to the Organisation for Economic Cooperation and Development. To answer the question of the research the Draft of Republic of Lithuania Law changing Law on Lobbying Activities no. VIII-1749 (new edition) no. XIIP-2731(2) is analyzed in the context of four functional parts of the recomendation. Valid regulation of lobbying, which is recognized as ineffective, for comparative purposes is also analyzed. The research leads to a conclusion that, despite the fact, that the draft is more compatible with the guidelines of recommendation than the valid regulation of lobbying the draft does not conform with recommendation. The draft in substantial extent fails to establish the primary assumptions of effective regulation of lobbying, to determine sufficient requirements of disclosing information on lobbying activities and relevant procedure of disclosure and publication of this information, to diversify the regulation and to resolve the compliance issue. Recommendations for improvement of the reform of regulation of lobbying are presented. [From the publication]
