ENThe decree of 1 (14) May 1905 of the Russian Emperor Nicholas II ‘On some operating restrictions in nine western provinces and the enforcement of the nominal decree of 12 December 1904’ was based on directives for the Ministry of Education, which was required to prepare a specific explanation for the definition of the native language and to make concrete proposals for the introduction of the Lithuanian and Polish languages into the curricula of primary and secondary schools. From 1906 to 1914, Lithuanian language teaching was rather episodic in secondary schools of Vilnius Education District. The Lithuanian language was taught in all state and some private gymnasiums in Vilnius from 1906 to 1908 and from 1911 to 1914; in Kaunas, it was taught in one state gymnasium for boys from 1906 to 1909, and in one private gymnasium for girls from 1912 to 1914. From 1912 to 1914, the Lithuanian language was taught in all state gymnasiums for boys and girls in Šiauliai, and in 1913–1914 in one private gymnasium for girls in Telšiai. Between 1906 and 1914, Jonas Jablonskis, Juozas Kairiūkštis, Mykolas Biržiška and others prepared different Lithuanian language teaching programmes for secondary schools. These programmes were focused not only on Lithuanian grammar (etymology, morphology, and syntax), interpretative reading primers, and literacy, but also on the history of Lithuanian literature coupled with materials on Lithuanian history and geography.
