ENArticle analyzes how venture capital funds can help to discover and to carry out new strategic opportunities of the country. The strategy on development of maritime potential, though, is shown off as one of possible strategic opportunities and ways of development of the country. The strategy on development of maritime potential, in particular humanization of ports, could help in development of marine way of thinking of residents, and to ensure that the sea becomes part of national identity. Maritime science valley already provides for reasonable institutional preconditions for development of latest technologies in Klaipėda port; however, funding of innovations remains an unsolved issue, and for that purpose, venture capital funds may be an option. The article shows how private equity and venture capital funds, being an alternative and in certain cases – the only financial source for the companies, can promote innovation development and creation of innovative business environment, thus, contributing to the growth of employment and economy of the country. Once the country develops its own system for innovations development, it would be less dependable on foreign investors and would encourage independent thinking. For this purpose, establishment of a national "think-tank" or "idea-bank", open to the national intellectual potential, may be expedient; while venture capital funds, catalyzing new/innovative ideas, could ensure the next stage in development of ideas to make sure these can be turned into tangible, marketable products.Idea of Baltoscandia, initiated by Mr. Pakštas, and modern EU Baltic Sea strategy are expected to tackle immense differences in research and productive innovation in the Baltic Sea region states; they would also serve as an opportunity for Lithuania to act in concert with model democracies and sustainable economies; they would also help to find our place in global networks and to harness the synergy in cooperation as well as new strategic effects.
