ENIn „The Changes of the Political Situation in the ‘Lithuanian Gubernias’ and the ‘Jewish Question’ between 1855 and April 1863“ Darius Staliūnas analyzes Russian imperial policy toward the Jews in the “Lithuanian” provinces. It should be noted that Lithuanian historians have quite comprehensively researched mid-19th century Russian imperial policies in Lithuania. On the other hand, for the most part they have passed over Russian policy toward the Jews. Staliūnas views the “Jewish question” in the wider context of Russian nationality policy. Examining the evolution of Governor-General Vladimir Nazimov’s views on policy toward ethnic groups, Staliūnas shows that the threat posed by the Lithuanian (or, in a official sense, Polish) nobility compelled the imperial government to change its Jewish policies. Until about early 1861 the governor-general in Vilnius made cooperation with Lithuania’s social elite a priority. By 1861, perhaps even earlier, the liberation movement had forced Nazimov to change his attitude; he could no longer consider the Poles allies in “re-educating” the Jews, and he had to protect the Jews from Polish activities directed against the authorities. As a result, the governor-general offered a number of concessions and, apparently, approved of the policies in the Kingdom of Poland implemented at the initiative of Alexander Wielopolski.
