ENThe article is devoted to the analysis of the interrelations between changes of quality of urban environment and public conflicts, which are caused by these changes. These interrelations and main premises of their forecast composed the main objective of the article. The State Scientific Programme "The quality of urban environment and its changes" was devoted to the establishment of changes of the quality of various components of environment but the obtained results are not very useful for the establishment of main causes of urban conflicts. The main changes of the environment in the city are caused by the changes of human activity or its intensity in certain areas because the particular human activity is the main factor, which determines the character of the environment in an area. So the changes of the activities, which can be followed using the documents for territorial planning, must characterise changes of the environment. In this case it is not always reasonable to investigate the quality of the changes, because different activities may endure different impact of the same changes and the conflicts may be started by any group of persons or institutions. The analysis of the changes of the environment in Vilnius city according to the approved detailed plans in for 1996–2003 has shown that great spatial differences exist. There can be distinguished 4 different groups of local administrative units with entirely different intensity and kind of urban changes. The group of territories with the lowest intensity of changes includes the territories of the Soviet planed uniform "microregions" consisting of towers of blocks. The most intense changes can be found in the centre of the city and in territories close to it with a big proportion of private land.The analysis of conflicts, which have been found in the mass media, was done. It revealed that most conflicts were caused by the negative opinion of residents to the planed new activity, mostly the construction of new buildings, though the number of such published conflicts is not big. In Vilnius newspapers there can be found greater conflicts, started also by private business, what was not common for smaller towns. The architects of the "City Development Department" of Vilnius city informed that almost all new bigger buildings cause complaints of private residents and (or) business managers, which are received at the Department. And it is evident that in the future the number of such conflicts will increase, because there is no practice of compensation of the loss of the value of real estate caused by the new activities in their surroundings.
