ENThe paper analyses the reform of higher education in Lithuania conducted in the period 1989-2014. The first step was to create a binary model of higher education, consisting of universities and colleges. The next step was to build a private sector of both types of higher education institutions. The final stage of the reform was the introduction of liberal instruments, i.e. student vouchers, which changed the financing of higher education. According to the decision of the Constitutional Court of Lithuania in December 2011, this type of funding is limited only to state universities. The liberal model of financing higher education in 2012 concerned only 10% of the amount allocated for this purpose. [From the publication]
