Demokratija ir politinės (valdymo) sistemos funkcionavimas Lietuvoje: problemų apibrėžimas
LTDemokratijos būklės Lietuvoje simptomiški vertinimai verčia ieškoti institucinių problemų bei jų priežasčių. Remiantis D. Easton’o, G. Almond’o, K. Deutsch’o ir kitų autorių sukurtais teoriniais politinių sistemų modeliais, straipsnyje bandoma apžvelgti eilę problemų, susijusių su Lietuvos politinės (valdymo) sistemos ypatumais, ir atsakyti į klausimą, kaip tai atsiliepia demokratijos būklei, jos vertinimams. Pradžioje nagrinėjama tai, kas verčia kalbėti apie veikiančios politinės sistemos problemas, po to aptariama Lietuvos politinės sistemos specifika ir jos išdavos. Teigiama, jog demokratijos kokybės negarantuoja priimti konstitucinės inžinerijos sprendimai, ją užtikrina tik institucijoms suteiktas vertybinis turinys. Demokratinė valdžia turi būti ne tik teisėta, bet ir atsakinga bei atskaitinga, bet efektyvesnio atskaitomybės sistemų veikimo Lietuvoje trūksta. Piliečių tikėjimą veikiančia politine sistema lydi nusivylimas dėl kai kurių jos institucinių ir funkcinių aspektų. Parlamentinė demokratija Lietuvoje dar nėra tapusi efektyviai veikiančia partijų demokratija. Tai lėmė esminės visuomenės problemos, pirmiausia, pilietiškumo stoka. Kita vertus, pačioms partinėms organizacijoms stinga organizacinio potencialo, kad jos galėtų sėkmingai atlikti savo funkcijas. Vis aktualesnė tampa valdžios (ne)jautrumo žmonių lūkesčiams problema, besikeičiančios valdžios nesugeba užtikrinti nuoseklios politikos, atitinkančios žmonių interesus. ENThe symptomatic evaluations of the condition of democracy in Lithuania force to search for institutional problems and their reasons. On the basis of the theoretical models of the political systems, which are created by D. Easton, G. Almond, K. Deutsch and other authors, in the article, the attempt is to discuss the series of problems, which are related with the peculiarities of political (management) system of Lithuania, to answer the question, how it influence the condition of democracy, its evaluations. In the beginning, it is analysed, what forces to speak about the problems of functional political system, further, the specifics of the political system of Lithuania and its consequences are discussed. It is stated that the quality of democracy is not guaranteed by the decisions of constitutional engineering. Democratic government has to be not only legitimate but also responsible and accountable. However, there is a lack of more effective operation of accountability systems in Lithuania. The faith of citizens on operating political system is led by disappointment about some of its institutions and functional aspects. Parliamentary democracy in Lithuania has not yet become effectively operating democracy of the parties. This resulted in the lack of citizenship, the main problem of society. On the other hand, party organisations themselves lack organisational potential so that they could successfully perform their functions. The problem of government of (in) sensitivity for the expectations of the people becomes more and more relevant. Constantly changing government is not able to ensure consistent politics, which would meet the interests of the people. This encourages disappointment and, in general, distrust in the operating political (management) system and democracy in the country.
