Finanse litewskie za podskarbiego Hieronima Kryszpina Kirszenszteina 1663–1676

LTStraipsnyje aptariama XVII a. II pusės Lietuvos Didžiosios Kunigaikštystės (LDK) finansų ir ekonominės padėties problematika. Remiantis archyviniais šaltiniais siekiama atskleisti finansinę valstybės situaciją 1663–1676 metais, kai iždą tvarkė ir mokesčių sistemą administravo LDK didysis iždininkas Jeronimas Krišpinas-Kiršenšteinas. Pristatoma iždininko personalija, pareigų užėmimo aplinkybės ir iždo tarnyba, komentuojami tyrimui aktualūs šaltiniai, įvardinami apmokesdinimo tvarką reglamentavę aktai, taip pat dėmesys sutelkiamas į iždo ir karo komisijų veiklą. Komentuojama XVII a. II pusės politinė situacija ir aplinkybės bei veiksniai, lėmę finansines problemas, vertinamos valstybės iždo pajamos ir išlaidos. Tyrimo informaciją papildo 13 lentelių, kuriose atsispindi įvairūs analizuojamo laikotarpio LDK finansinių apyskaitų duomenys. LDK didysis iždininkas Jeronimas Krišpinas-Kiršenšteinas valstybės biudžetą administravo 13 metų, atsakingai ėjo savo pareigas, apie valstybės finansų būklę sąžiningai informuodavo pavietų seimelius, sprendė sudėtingas to meto valstybės finansines problemas, ypač grėsmę kėlė didelė skola Lietuvos kariuomenei. XVII a. II pusės LDK iždo būklė ir valstybės gynyba buvo kritiška. Šaltiniai liudija, jog dėl reformų trūkumo, valstybės teritorijos dydžio, įvairių piktnaudžiavimo galimybių XVII a. ENIn the article, the problematics of financial and economic state of the Grand Duchy of Lithuania in the second half of 17th century is discussed. On the basis of archive sources, the aim is to reveal financial situation of the state in 1663-1676, when Jeronimas Krišpinas-Kiršenšteinas, the Great Treasurer of GDL, managed the treasury. The personality of treasurer, the circumstances of filling the posts and the service of treasury are presented, the relevant sources are discussed, the acts that regulate the tax procedure are named and the focus is on the activity of treasury and war committees. The political situation, the circumstances and the factors of the second half of 17th century, which determined financial problems, is discussed; the income and the expenses of the treasury are evaluated. The information of the research is supplemented by 13 tables, in which various data of financial accounting of analysed GDL period reflect. The Great Treasurer of GDL, Jeronimas Krišpinas-Kiršenšteinas administrated the State Budget for 13 years, responsibly served, honestly informed the sejmiks of powiat about financial state of the country, solved complex financial problems of the country of that time, in particular, a big debt of the army of Lithuania endangered. The state of GDL treasury and defence of the country in the second half of 17th century were critical. According to the sources, due to the lack of reforms, size of the territory of the country, various misused opportunities, the administration of GDL treasury of the second half of 17th century became increasingly ineffective.
