ENGiedrius Žvaliauskas in his report “Representatives of the National Minorities in the Political Parties” analyzes how the national minorities are represented in the top-level structures of the parliament parties. The author of the report states that in the Seimas the representation of national minorities in the governments of the parties does not correspond to the national composition of inhabitants in Lithuania. This inadequacy reflects the elections of the “dominating coalition”, which are based on the principles of representation, and is a phenomenon characteristic to the state. Founding of parties of national minorities is one of the ways assuring a possibility of political participation and representation of minorities in the state.
