ENThe aim of this addition is to reveal issues pertaining to state administering (governing) body. This body is outstanding for its complexity. There are many peculiarities in its functions and structure. Broad areas of activities not covered by any special legal regulation can be found all this causes the acute need to investigate this topic. The assumptions for the investigation to be put forward in the monograph paper were grounded and were intended to: – to determine objectives permitting regulation of Civil Service Law; – to formulate and specify a conceptual framework and disputed points regarding police, customs, other statutory institutions of service law in accordance to the conception of the general laws; – to analyse special problems of the monograph among public institutions and their clerical staff beholding the issues of management and control The submitted paper shall be considered to make attempt to separate in the legislation Civil Service Law as a certain subdivision of law, which is tending to become independent and to formulate civil service concept in the view of police, customs and other statutory institutions law. However, very similar to the other postcommunist states, civil service law in Lithuania has not been issued, neither the status nor the type has been clearly defined yet and from the point of view of the scientific research either. The problem of regulating the interrelations of the public institutions has not become yet the objective of the consistent scientific studies and that is why there exists a wide scope of opinions on the issue described here, i. e. from complete disregard of this sphere of regulation to full self–sufficiency together with approval of its diverseness.
