LTStraipsnyje nagrinėjami žemiausiojo lygmens vadovų tinkamumo organizacijai nustatymo klausimai, siekiant paskatinti tvarų ekonomikos augimą regione. Nagrinėjama formali žemiausiojo lygmens vadovų veiklos vieta valdymo grandinėje TV–ŽLV–PAV. Nustatyta, kad organizacijoje siekiant maksimalaus rezultato, būtinas glaudus tiesioginio vadovo, žemiausiojo lygmens vadovo ir pavaldinių valdymo grandinėje TV–ŽLV–PAV ryšys ir tinkamumas, kad organizacijos tikslai ir jų siekimo būdai būtų visiems suprantami. Todėl kiekvieno darbuotojo (grandies) valdymo grandinėje TV–ŽLV–PAV veiksmai darbo procese turi būti suderinti su kito veiksmais. Parengta metodologija ir sukurtas žemiausiojo lygmens vadovų tinkamumo nustatymo valdymo grandinėje modelis pasižymi tyrimo metodų (taikyti kiekybiniai ir kokybiniai metodai) ir prieigų įvairove (atliekama kryžminė tiesioginio ir žemiausiojo lygmens vadovo bei pavaldinių apklausa). Pabrėžiama, kad žemiausiojo lygmens vadovų tinkamumą organizacijai tikslinga nustatyti vertinant valdymo grandinėje TV–ŽLV–PAV: kur TV – tiesioginis vadovas, ŽLV – žemiausiojo lygmens vadovas, PAV – pavaldiniai, vertinimo kriterijų, t. y. asmeninių ir dalykinių savybių bei vertybių, pagrindu. Kad valdymo grandinėje TV–ŽLV–PAV tarp grandžių vyrautų tarpusavio supratimas ir veikla būtų darni, būtina tenkinti vieną iš dviejų sąlygų: visų vertinimai turi atitikti situacijos vertinimą (kiekvieno asmeninis ir partnerio pateiktas vertinimai turi sutapti); jei grandžių vertinimai skiriasi, partneriai turi stengtis vienas kitą suprasti ir pateisinti arba būtina keisti ŽLV. ENProblem: the are various universal methods or models for evaluating first level managers, but we lacking the model, that would determine first level managers’ relevance in management chain (MLM–FLM– SUB), together with ensuring sustainable functioning of management chain (MLM–FLM–SUB). Research subject – first level managers’ relevance in management chain (MLM–FLM–SUB). Research aim: to build a model for determining first level managers’ relevance in management chain (MLM–FLM–SUB), which would help to reveal the characteristics of determining first level managers‘ relevance. In order to achieve research aim, these tasks were formulated: To reason the need of determining first level managers’ relevance in management chain, to describe the methodology and to build a model. Research methods. In order to solve the research problem in theoretical level the analysis of the scientific literature, summarizing and comparing was employed. Modelling method was used to build the first level managers’ relevance in management chain determination model. There are many opportunities in the region that could be employed in a better way. Highly qualified work force and the objective of maximizing existing potential (employing available workforce and equipment in best possible way – particularly in the industrial areas) are only some of them. This forms a solid foundation for cooperation between scientific research and knowledge transfer areas within the region. High level of employment, good quality jobs, skilled and adaptable workforce – these are key factors in regional competitiveness as well as attractiveness. This provides the regions with many useful opportunities for co-operation and promotes growth.After the analysis of the scientific literature, summarizing and comparing main aim was achieved – methodology was prepared and the first level managers’ relevance in management chain (MLM–FLM–SUB) determination model was built, which helps us to reveal the characteristics of determining first level managers’ relevance. In order to effectively lead the people, basics skills and values are not enough for the first level managers. A tight relationship and relevance is needed between mid-level manager, first level manager and subordinates in management chain (MLM–FLM–SUB), so that organizational objectives and the means of achieving them were generally understood. For maximum result, each employee in management chain (MLM–FLM– SUB) should coordinate his activities in work process with other participants. The methodology proposed nonprobability sampling method of selected (consisting of mid-level manager, first level manager and subordinates) units – clustering. First level managers’ relevance in management chain determination methodology is characterized by variety of research (quantitative and qualitative) and approach (conducted cross-examination of mid-level, first level managers and subordinates) methods. First level managers’ relevance in management chain is evaluated with the help of instrumentarium according to these criteria: personality traits, skills and skill development as well as values. When collecting and processing research data combined quantitative and qualitative (triangulation) methods are being used.
