Kaliningrad anniversary: the first steps of Georgy Boos

LTStraipsnyje analizuojamas Rusijos Federacijos Kaliningrado srities klausimas, regiono geopolitinis statusas bei raidos perspektyvos. Nagrinėjamos metodologinės alternatyvos, tinkamos tyrinėti Kaliningrado srities problematiką. Straipsnyje pasiūloma Kaliningrado srities tapatybę ir statusą Rusijos Federacijoje apibrėžti „geopolitinio įkaito“ metafora. Ši metafora išreiškia Maskvos pasiryžimą ne tik išsaugoti kaip karo laimikį gautą teritoriją, bet ir atgrasyti kitas valstybes bei tarptautines institucijas nuo pastangų išlaisvinti šį „geopolitinį įkaitą“. ENThe article analyses the matter of the Kaliningrad enclave of the Russian Federation, the geopolitical status of the region and the outlook if its development. It scrutinises the methodological alternatives suitable for the analysis of the issues of the enclave. The article suggests defining the identity and status of the Kaliningrad enclave in the Russian Federation using the metaphor of “geopolitical hostage”. This metaphor defines Moscow’s resolve not only to keep the territory it got as spoils of war, but also to deter other countries and international institutions from any efforts to free this “geopolitical hostage”. The study allows to conclude that the circumstances of the celebration of 750 years of the city of Kaliningrad and the appointment of the new governor of the enclave, the changing official public rhetoric and the governance of the enclave all witness that Moscow is pursuing the policy of “geopolitical hostage”, adapting itself to the changing conditions of regional and international policy.
