Spaudos gyvenimo stebėsena ir kontrolė Antano Smetonos autoritarinio režimo metais

LTLietuvos Respublikos prezidento Antano Smetonos 1926–1940 m. autoritarinio režimo vidaus politikoje svarbus vaidmuo teko slaptosioms tarnyboms. Lietuvos vidaus reikalų ministerijos (VRM) Kriminalinės policijos valdybą 1933 m. perorganizavus į Valstybės saugumo departamentą (VSD), buvo išplėstos naujosios institucijos funkcijos, o naujasis VSD statutas, pasirašytas 1934 m. kovo 3 d., buvo kokybiškai naujas Lietuvos slaptųjų tarnybų kūrimo etapas. VSD vienas iš pagrindinių uždavinių buvo viešosios erdvės stebėsena ir kontrolė. Vidaus ir užsienio spaudos peržiūra buvo pavesta VSD Spaudos skyriui. VSD Spaudos skyrius kartu su kitais spaudos cenzūros funkcijas vykdančiais pareigūnais buvo pagrindinės Lietuvos spaudos gyvenimą formuojančios institucijos. Detali 1933–1940 m. VSD Spaudos skyriaus veiklos analizė lieka ateities tyrėjų uždaviniu, o tyrimams reikia patikimų šaltinių. Šioje publikacijoje skelbiamas ne visas VSD statutas, o tik Spaudos skyriaus veiklą liečiantis įsakymas (LCVA f. 378, ap. 3, b. 3425, lap. 67–80). Laikomasi kritinio šaltinių skelbimo principų, skelbiamas tekstas pateikiamas be taisymų, paliekant to meto kalbos normas ir istorizmus, teksto komentarai pateikiami išnašose, koncentruotai komentuojant tik esmines ir problemines dokumento vietas. ENIn the internal policy of authoritarian regimes carried out in 1926-1940 and supported by the president of the Republic of Lithuania Antanas Smetona an important role was given to secret services. When in 1933 the Lithuanian Criminal Police Board of the Ministry of the Interior (MI) was reorganized into the State Security Department (SSD), the functions of the new institution were expanded, while the new SSD statute signed on the 3rd of March, 1934, was treated as a qualitative new stage of the establishment of Lithuanian secret services. One of the main tasks of the SSD was the monitoring and control of the public space. The revision of internal and foreign press was entrusted to the SSD press department. The SSD press department and other officers carrying out functions of press censorship were the main institutions forming Lithuanian press. The detailed analysis of the activities of SSD press department carried out in 1933-1940 remains a task for future researchers, and researches need reliable sources. This publication do not include all of the SSD statute, only the order related to the activity of Press department (Office of the Chief Archivist of Lithuania, fond Nr. 378, inventory Nr. 3, file Nr. 3425, pages 67-80). The publication is following principles of critical source publishing, the published text is presented without corrections leaving the language norms and historicisms of that time, text comments are given in the footnotes focusing only on the substantive and problematic places of the document. Since there is not many publications of documents associated with activities of censorship institutions of the Independent Lithuania, the aim of this publication was to provide researchers with a clearer picture of the structure of the SSD press department, also including objectives of the activity, measures intended for their achievement, and bureaucratic procedures.
