Policy transfer in the pre- and post-accession period: experience of the new EU member states

LTStraipsnyje nagrinėjamas politikos perkėlimo procesas naujose ES narėse bei šalyse–kandidatėse prieš ir po ES išsiplėtimo į Rytus. Tyrimas paremtas Lietuvos patirtimi keliose viešosios politikos sferose. Politikos perkėlimo procesas yra analizuojamas trimis (mikro, vidutiniu ir makro) lygmenimis, analizė paremta institucionalistine prieiga. Straipsnyje įvertinamas skirtingų politikos perkėlimo tipų efektyvumas, ES ir nacionalinio lygmens veiksnių įtaka politikos perkėlimui bei pagrindiniai politikos perkėlimo proceso rezultatai. ENThe article examines the process of policy transfer in new EU Member States and candidate countries before and after EU‘s enlargement to the East. The research is based on Lithuania‘s experience in a number of public policy areas. The process of policy transfer is analyzed on three (micro, middle, and macro) levels, the analysis is builds on institutionalist approach. The article evaluates the effectiveness of different policy transfer types, the impact of EU and national level factors on the policy transfer and main results of policy transfer process. At the end of the article, the author provides a summary of conclusions drawn from the analysis and discusses the outlook for policy transfer in the enlarged EU.
