The Analysis of the economic development of Šiauliai city

LTŠiauliai yra ketvirtas pagal dydį Lietuvos miestas, kuriame ekonominės, socialinės ir aplinkos apsaugos problemos yra šiek tiek aštresnės, negu vidutiniškai kituose Lietuvos miestuose. Todėl labai svarbu yra subalansuoti miesto vystymąsi, siekiant tiesiogiai teigiamai įtakoti Šiaulių, kaip stipraus pramonės centro, konkurencingumą. Straipsnio tikslas yra išanalizuoti pagrindinius Šiaulių ekonominius rodiklius 2000-2004 m. ir palyginti juos su atitinkamais apskrities ir šalies rodikliais. Tyrimo metu nustatyta, kad Šiauliai, kaip ir visas regionas, sugeba pritraukti investicijas, tačiau svarbu yra laiku ir tinkamai įvertinti visas reikiamas vidines ir išorines priemones. Numatoma, kad per kelerius ateinančius metus miesto gyventojų skaičius stabilizuosis ir pradės augti. 2004 m. smarkiai pagerėjo situacija Šiaulių darbo rinkoje - darbo jėgos paklausos didėjimas ir augantis našumas sąlygojo nedarbo mažėjimą ir vidutinio darbo užmokesčio augimą. Pramonė ir smulkus ir vidutinis verslas vystosi pakankamai greitai, tačiau šioje srityje pasireiškia finansinių išteklių trūkumas. Bankai nesuinteresuoti verslo rėmimu, o ES parama neateina, nes yra neefektyviai administruojama. Žlungančios ir naujai įkurtos gamyklos investuoja į senų pajėgumų restruktūrizavimą. Vietinio ir nevietinio kapitalo kompanijos sėkmingai užkariauja užsienio rinkas ir plečia pardavimų geografiją. Taip kuriamos naujos darbo vietos, garantuojamas stabilus darbo užmokestis ir didėja mokesčių surinkimas į miesto biudžetą. ENŠiauliai is the fourth largest town of Lithuania where economic, social, and environment control problems occur a bit more intensely than in other Lithuanian towns on average. In that case it is especially relevant to balance the development of the town, and directly and positively influence the competitive ability of Šiauliai as a powerful industrial centre. The aim of research is to carry out the analysis of the main economic indicators of Šiauliai in 2000 - 2004 and to compare them with the corresponding indicators of county and Lithuania. Having carried out economic analysis of Šiauliai, it is possible to draw a conclusion that Šiauliai as well as the region are able to attract investments; however, it is important to evaluate the necessary internal and external powers. It is foreseen that within the next several years the number of residents in the town should stabilize and grown later on too. In 2004, the situation of job market in Šiauliai improved greatly. The increase of the demand of workforce and the growing productivity had a positive influence on the indicators of job market - the rate of unemployment was reducing and average gross earnings were growing. Industry and small and medium business develop quickly enough; however, the lack of financial resources is also emphasized in this sphere. Due to the hundred and one odd chances there is disinterest of the banks of the country in the sponsorship of business what influences such a situation, and the advantage of the support from the EU is not taken owning to the inefficient administration of it. Failed and newly established factories invest into the reconstruction of old departments. Local and illocal capital companies in Šiauliai enter foreign market successfully and expand production areas quickly.Together with that, new work places are being created, stable earnings are being left, and a part of taxes in Šiauliai budget is being increased. In order that the activity of the municipality would be effective, the programmes of quality management should be created, the main interest groups should be involved, the parts of General plan should be improved constantly, the problems of regional collaboration should be dealt, and the system, on the grounds of which standard projects and the processes of strategic planning of the town would be evaluated, should be created.
