Europeanization without party involvement : the case of Lithuania

LT2004 m. Lietuva sėkmingai įgyvendino pagrindinius užsienio politikos tikslus – įstojo į NATO ir Europos Sąjungą (ES), šalies europeizacijos procesas sulaukė gana vieningos politinio elito ir didelės dalies piliečių paramos. Kyla klausimas, ar ir kaip narystė ES paveiks šalies vidaus politikos darbotvarkę. Straipsnyje pagrindžiami du argumentai: pirma, klausimai, susiję su ES ir naryste ES iki šiol nesuskaldė elektorato į priešingas stovyklas; antra, nė viena iš pagrindinių partijų – senųjų ar naujųjų – neužėmė Lietuvos narystei ES priešiškos pozicijos. Teigiama, kad palyginti vieningą politinio elito ir rinkėjų paramą ES didele dalimi paaiškina narystės reikšmė identiteto bei nacionalinio saugumo politikos sektoriuose. Kita vertus, Lietuvos partinės sistemos nepastovumas, aukštas elektorato balsų lakumas, didelis nemobilizuotų rinkėjų skaičius bei socialinė-ekonominė nelygybė neleidžia paneigti, jog ateityje Lietuvos vidaus politikos žaidime narystės ES klausimas gali tapti aktualus.Reikšminiai žodžiai: Europeizacija; Partijos; Partinė sistema; Rinkimai; Kairės-dešinės skirtis; Europeanization parties; Party system; Elections; Left-right placement.

ENIn 2004, Lithuania has successfully implemented the main foreign policy goals by joining the NATO and the European Union (EU). The process of Europeanization of the country has received a nearly unanimous support from the political elite and a large part of citizens. The question is how and whether the membership in the EU will affect the domestic political agenda. The article makes two arguments: first, the issues related to the EU and the EU membership have so far not divided the electorate into posing camps; second, none of the major parties – either new or well-established – did not take a position opposing Lithuania’s membership in the EU. The article argues that the relatively unified support of the political elite and the electorate for the EU can largely be accounted for by the significance of the membership for the identity and the national security policy. On the other hand, the instability of the Lithuanian party system, the high volatility of the public vote, the high number of immobilised voters and the social-economic inequality do not permit excluding the possibility that the EU membership issue may resurface in the domestic political games of Lithuania.
