Lietuvos demokratija: žvilgsnis per globalizacijos prizmę

LTStraipsnyje nagrinėjama Lietuvos demokratijos padėtis ir jos plėtros perspektyvos šiuolaikinės globalizacijos sąlygomis. Šaliai atgavus nepriklausomybę buvo sukurtos teisinės ir institucinės demokratinio valdymo prielaidos. Tapusi ES ir NATO nare Lietuva formaliai sugrįžo į geopolitinę ir kultūrinę Vakarų civilizacijos erdvę. Buvo tikimasi, kad šie pokyčiai laiduos sparčią ir negrįžtamą liberaliosios demokratijos plėtrą, šalis taps vykusiu konsoliduotos ir stabilios demokratijos pavyzdžiu. Šios viltys išsipildė tik iš dalies. Nors Lietuva formaliai yra demokratinė valstybė, ji dar netapo brandžia ir efektyvia demokratija. Straipsnyje mėginama atskleisti, kad demokratijos plėtros Lietuvoje sunkumus lemia ne vien totalitarinės praeities paveldas ir vidinės šalies socialinio bei politinio gyvenimo sąlygos. Nors demokratinė valdymo forma plinta visame pasaulyje, nesunkiai įžvelgiami ir jos nuosmukio, net krizės požymiai. Jie būdingi ne tik postkomunistinėms Vidurio ir Rytų Europos valstybėms, bet ir senas demokratijos tradicijas turinčioms Vakarų šalims. Šios tendencijos ištakų derėtų ieškoti vakarietiškame modernizacijos projekte. Šiuolaikinė globalioji postmodernybė laikytina vėliausiu ir itin radikaliu šio projekto įgyvendinimo tarpsniu, kuriame pradėjo veikti visas kompleksas moderniąją demokratiją griaunančių veiksnių ir vis labiau atsiskleidžia nevienareikšmis globalizacijos proceso poveikis demokratijos pasaulyje plėtrai. ENThe article analyses the situation of the Lithuanian democracy and prospects of its development under the conditions of modern globalisation. After the restoration of Independence, juridical and institutional preconditions of democratic ruling have been established in the country. Having become a member of NATO and the EU, Lithuania formally acquired geopolitical and cultural background of Western civilisations. It was expected that these changes would ensure a rapid and irreversible development of liberal democracy and that the country would become a good example of consolidated and stable democracy. However, even though Lithuania formally is a democratic state, it has not attained yet mature and efficient democracy. The article attempts to show that problems of the development of democracy in Lithuania have been determined not only by the inherited totalitarian past or by the internal conditions of the country’s social and political life. Although the democratic ruling has been spreading all over the world, we can easily notice some elements of its decline and even of a crisis, which is typical not only to post-communist Central and Eastern European countries, but also to holders of the old democratic tradition, Western countries. Today, global postmodernism is considered one of the latest and a rather radical period of the project’s implementation, which embraces an entire spectrum of factors destructive to modern democracy, in which many-sided effect of the globalisation process on the democracy development in the world has been observed.
