Seimo rinkimai 2000 ir partijų programų diskursas

LTŠiame straipsnyje 2000 m. Seimo rinkimų kontekste analizuojamos trys problemos: pirma, naujųjų demokratijų politinė kaita; antra, turinio analizė ir partijų programų reikšmė politikos analizėje bei politikoje apskritai; trečia, 2000 m. Seimo rinkimų diskursas partijų programose. Pabrėžiama, kad Lietuvos rinkėjai partijų programomis domisi labai menkai, o analizuojant politines partijas postkomunistinėje erdvėje, pagal H. Kitschelt’o ir kolegų klasifikaciją, galima skirti bent keturis partijų tipus arba keturis piliečių ir partijų ryšių, sąveikos būdus (charizmatinės partijos, protopartijos, klientelistinės partijos ir programinės partijos), kurių visų apraiškas galima rasti Lietuvoje; taip pat svarbu atsižvelgti į politikos individualizacijos reiškinio poveikį šalies politinėje erdvėje. Toliau aptariama turinio analizė kaip tyrimo metodas, šio metodo taikymas tiriant Lietuvos partijų programas, aiškinama, kuo yra svarbi partijų programų analizė politikoje ir kodėl programos yra esminis partijų politikos analizės šaltinis, taip pat minima tai, ko Lietuvoje kaip naujoje demokratijoje partijų programų sirtyje nėra, lyginant su Vakarais. Galiausiai pateikiama 2000 m. ENThree problems in the context of 2000 Parliament elections are analysed in this article: first, the political change of new democracies; second, the content analysis and the significance of the parties' programs in the political analysis and in the politics as a whole; third, the 2000 Parliament election discourse in the parties' programs. It is highlighted that the constituents in Lithuania takes little interest in the programs of the parties and when analysing the political parties in the post-communistic area, in accordance to the H. Kitschelt and colleagues classification, you can distinguish at least four types of parties or four interaction methods of the link between citizens and parties (charismatic parties, proto-parties, clientele parties and program parties), the manifestations of all of them can be found in Lithuania; it is also important to have regard to the impact of politics' individualization phenomenon in the political area of the country. Further, the content analysis as the research method is discussed, the application of this method when researching the programs of Lithuanian parties, it is explained what importance does the analysis of parties' programs have in politics and why the programs are the main source of the analysis of parties' politics. Furthermore, there are mentions what Lithuania as the new democratic area of parties' programs lacks when comparing to Western countries. Finally, the review of the program of the parties that participated in the 2000 Parliament elections is submitted, by discussing their scope, accentuated political areas, the significance of political issues and the distribution of ideas, the tends of antithesis and consensus of politics in a comparative context, as well as the compatibility of programs of different parties and their role in forming the parliamentary coalitions.
