ENIn the years immediately after the restoration of Lithuanian independence (1990-1992) the principle of loyalty was prioritized above principles of competency and neutrality in the civil service. This primarily was motivated by the need to ensure national security. The development of the civil service after 1990 can be split into five distinct periods: 1990-1995; 1995- 1999; 1999-2002; 2002-2008 and after 2008. This last period is characterized by attempts to reform civil service, which are not over yet. The main feature of the first period was the construction of fundamentai elements of the statė and the formation of the civil service corps. Ali these processes were highly contingent upon the broader political process. The period of 1995-1999 saw attempts at creating a politically neutral civil service. This was seen as means of increasing national security in the face of ever shifting political leadership. The third period is characterized by consolidated attempts to implement a career model ofcivil service. This was expected to solidify principles of political neutrality, hierarchical subordination and entitlement to career. This process resulted in the passing of the Law on Civil Service in 1999. Foreign assessors found this law to meet very high standards. However, the period of civil service functioning under this law lasted only three years. After 2002 attempts to finalize the implementation of a solid career model were discontinued. This was motivated by its unsuitability to the Lithuanian realia. Instead implementation of elements of the mixed model of civil service was started. The finai period that is still in progress is characterized by attempts to implement ideas of the New Public Management in the civil service. This mostly means introduction of elements of the posts model. A separate section in the article is devoted to discussing each of the periods in detail. [From the publication]
