LTLietuvos kariuomenės ryšių su visuomene viešojo administravimo tobulinimas yra aktuali problema, po nepriklausomybės atkūrimo moksliniu požiūriu dar nenagrinėta ir reikalaujanti konstruktyvių teorinių ir praktinių sprendimų. Šio straipsnio tikslas ir yra atskleisti Lietuvos kariuomenės ryšių su visuomene sistemos svarbą ir tolesnės raidos galimybes bei viešojo administravimo priemonėmis suaktyvinti jos funkcionavimą. Realizuojant minėtąjį tikslą darbe apibrėžiamos prie Lietuvos kariuomenės ryšių su visuomene sistemos kūrimo bei jos institucijų viešojo administravimo prisidedančios grandys, atskleidžiamos jos plėtojimo perspektyvos, išryškinamos prioritetinės problemos ir numatomi jų sprendimo būdai, tiriami Lietuvos kariuomenės ryšių su visuomene sistemos pagrindiniai elementai, analizuojama renginių dinamika, jų prasmė ir vaidmuo. Darbe parodytas tarptautinio bendradarbiavimo vaidmuo plėtojant kariuomenės ryšius su visuomene bei tobulinant jų viešąjį administravimą Lietuvos integracijos į Europos Sąjungą ir NATO bei globalizacijos procesų kontekste. Siekiant tobulinti Lietuvos kariuomenės ryšių su visuomene administravimą, siūlomi teoriniai ir praktiniai sprendimai. ENAny organisation, civil or military, wants to maintain the relationship with the public. Why? Firstly, because management practice proved effectiveness of the public relations, if an organisation operates well - the public should be told about that, if an organisation has some problems - the public relations might help to solve them. In many large organisations, a gap occurs between the highest and the lowest levels of management. Internal relations might help to improve the situation. External relations of an organisation are more complicated. It is more and more difficult for an ordinary citizen to understand various models of the Government activities, science, culture, education and society development. The public relations might help to establish acceptable and effective forms of communication between various institutions and the society. There exist many definitions of the public relations, organisations often define the public relations in their own way. For instance, the public relations are defined as he projection of individuality of an organisation; as the function of management aimed at analysing, applying and developing efficient relationships inside an organisation and between the organisation and the public; as the art and science of how to establish the obligations of organisations to the society, how to maintain feedback, how to understand, assess and control changes; as 'he planned efforts based on mutually acceptable cooperation and effective activities of an organisation aiming at exertion of influence °n the public opinion.
