LTEfektyvi Lietuvos ekonominės ir socialinės sistemos plėtra šiandien asocijuojama su veiksminga verslo ir viešojo administravimo institucijų veikla. Tai sureikšmina žmogiškojo kapitalo svarbą ir jo kokybę. Aplinkos pokyčiai lemia, jog aukštojo mokslo sistemoje naujai rengiami viešojo sektoriaus administratoriai ir verslo vadybininkai turi ne tik perprasti valstybines ir verslo sistemas, jų veikimo bei reguliavimo mechanizmus, bet ir inicijuoti procesus, naudodamiesi atsirandančiomis galimybėmis. Dėl šios priežasties lyderio gebėjimai tampa labai svarbūs ugdant vadybinį darbą dirbsiančius specialistus. Straipsnyje pristatomas atliktas Lietuvos aukštųjų mokyklų studentų, studijuojančių pagal viešojo administravimo ir verslo valdymo programas, tyrimas. Jo metu įvertintos busimųjų vadybininkų asmeninės savybės ir gebėjimas būti lyderiais. ENThe problem that is analysed in this article could be described as an arising problem of preparation administrators and business managers in the higher education system. The aim of this problem is that according to new syllabus, using new possibilities new prepared specialists do not act according to changed conditions and rule initially these changes. The object of the research in this article is the essential abilities of the students who study public administration and business management in high schools of Lithuania. The abilities, which let initiate processes and their training in high education system, should become one of the solution possibilities to solve the formulated problem. That's why the aim of the presented research is to show up and to substantiate the further development of public administration specialists in Lithuania. The priority attention is played to the training of leaders' abilities. Leadership is now understood to imply collective action in such a way as to bring about significant change while raising the competencies of all those involved. Such understanding is very important in transformational processes that are undergoing in Lithuania. New challenges for high education are seen. The purpose of the research was to explore the leadership abilities between public administration and business management students in Lithuanian high schools. The results of this study suggest that the future managers have clear goals; they are able to orientate well and make influence on the others. These qualities will help them to integrate into the European Union's and other organizations' activities.During the research it was pointed that the other important part of the leadership was expressed much weaker. The least expressed features are continuing of the development (27 % had this feature) and ability to teach others (32 %). These results reveal the weak side of leader training; which can have influence on the preparation of high qualification specialists. Moreover, continuing education is becoming more important in European and Lithuanian education documents. Continuing education is called an engine of harmonious social life which will enhance to continue education for more people. The inability to teach others, which is characteristic to the future leaders, is against the opinion, that the leader or the manager is only the source of knowledge and a moral leader, or a person who stands in between his subordinates helping to get knowledge, skills and opinions needed in their profession.
