ENPaper discusses topical issues in heritage management. The author believes that we come to a decay surplus of cultural heritage, which cannot be preserved with present physical, financial and legal means. Meanwhile we are still unable to adapt cultural heritage to the present needs and contemporary use as we are still trapped in the framework of environmental management. Author maintains the preference of heritage use in the context excess heritage and raises the question of what is better - to use while protection or to protect while using - and offers to focus on the identification, recognition, and adaptation to use of valuable heritage properties that embody the state's and the nation's cultural identity.
