ENThe paper gives an overview of Vilnius Old Town - UNESCO World Heritage site - creating a competitive, modern city image in the context of the Strategic Plan with particular emphasis on the following topics: 1) Basis for a distinctive environment of Vilnius: interaction of various diverse cultures, historic events that shaped special characteristics of the city. The distinctiveness of Vilnius provides Lithuania with the "European dimension": it is indeed the only cosmopolitan multinational city, performing the role of a mediator between the West and the East. 2) Objectives regarding the preservation of distinctiveness: the most important task is identification and preservation of the distinctiveness of Vilnius. In everyday understanding it is perceived as compatibility between "the old and new". 3) Integrated territory planning documents. The old Vilnius city plans of 1581, 1648, 1737, 1808, 1817, 1837, 1875, and 1959 are presented. Today Vilnius Old Town is improved m accordance with the conception of the 3rd Regeneration Project of Vilnius Old Town (1992), the Vilnius City Official Plan (1998), the Old Town Revitalization Strategy (1996) During 2001-2003, on the basis of the Regeneration Project, the Old Town Detailed Plan is being prepared. Since 1998, the annual State and Municipal Old Town Revitalization Programme is implemented. 4) The Old Town in the context of the Vilnius Strategic Plan (2002). The following development priorities of the Strategic Plan were set: increasing the international competitiveness of Vilnius; creating progressive society; development of new economy; development of communications and engineering infrastructure.The historic centre of Vilnius should ensure creativity and cultural tourism development. It is very important to display its architectural urban identity and revitalize traditional crafts. 5) Creative use of important historical facts in rehabilitation of urban areas: the most significant projects in the Old Town are the ones that recollect the history of the city's success. Such projects as Tymo Trade and Crafts Quarter (revitalization of traditional crafts), the Reconstruction of Jewish Quarters and the Reconstruction of the Royal Palace emphasize the value of cultural heritage and its application for the current and future generations as well as stimulation of cultural tourism in the region. Other important objects of the city's infrastructure are the King Mindaugas Bridge, the new administrative centre being developed on the right bank of the Neris river, the reconstructed Gediminas and the Southern city-bypass which is currently under development. Conclusions: We have to learn from our experience. It is important to combine the people, quality of work as well as the legal and economic environment. We must invest into people, especially into education of young people regarding the heritage. It is more difficult to change the thinking of people than regenerate buildings. The protection of physical heritage must have broader social, economic and cultural objectives. We will not achieve much by prohibitions and control. We need to aim at support and motivation. "Preservation and creation" might change the currently popular phrase "the old and new". It has less contradiction and more creativity that is characteristic of the residents of Vilnius.
