ENAt the moment Lithuania is experiencing the processes of integration into the world structures, including the European Union. Relations between the state and municipality, and economic actors - enterprises and citizens - are changing. In order to ensure a balanced territory development, economic growth, creation of workplaces, attraction of investments, great tasks are raised to municipal structures. The objective is to use resources rationally, to minimize waste or maximize efficiency, therefore, there is an increased need to search for rational planning variants. Therefore, the attitude towards planning and its essence is changing. Harmonized systems of plans and organization of territory development monitoring are becoming very important. The aim of the paper is to reveal the necessity of the formation of a harmonized data-bank in enterprises (in this case in the municipality), using the databases of internal divisions, state institutions or private actors, creating relations among them; to show the problems which arise due to the inconsistency of various types of plans; to analyse possible models for managing development of a municipal territory and data-bank, in this way presenting examples for the organization of development tendencies of various subjects.
